Duties
The primary purpose of this position is to serve as a command headquarters (HQ) level program analyst to plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of certain major command program(s). This position is the sole Headquarters Pacific Air Forces (HQ PACAF) position of primacy responsibility for the Defense Readiness and Reporting
System (DRRS).
Serves as the principal staff advisor to Commander of the Pacific Air Forces (COMPACAF), who is the Theater Joint Force Air Component Commander (JFACC), for the design and implementation of DRRS and Force Readiness Reporting for PACAF.
Serves as HQ PACAF technical expert on DRRS, actively participates in strategic planning to improve organizational direction and focus.
Conducts and oversees DRRS program Staff Assistance Visits (SAVs), manage and administer all Designed Operational Capabilities (DOC) Statements on subordinate active duty and PACAF gained Air National Guard (ANG) units.
Plans, prioritizes schedules, assigns, reviews, and coordinates work of employees.

- Previous Defense Readiness Reporting System (DRRS) experience is highly desired.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, GS-0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert level knowledge of established technical requirements and procedures for Resource Readiness as outlined by Chairman of the Joint Chiefs of Staff Manual (CJCSM) 3150.02 and Air Force Instruction (AFI) 10-201 and Defense Readiness Reporting System (DRRS) requirements and outlined in Office of Secretary of Defense (OSD) Spiral Releases; essential to do qualitative/quantitative analysis to determine assessment/improvement of command plans for participating in readiness operations. Must be skilled in applying analytical and evaluative methods and techniques to issues concerning the timeliness and accuracy of reporting data; must be able to interpret and analyze subordinate units' reports to ensure war-fighting capabilities are accurately reported; skilled in oral and written communications, and written communication to prepare supplemental guidance and error reports, accomplish SAVs to subordinate units and brief United States Pacific Command and Pacific Air Force senior leadership on a routine basis.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of directives governing the JCS Readiness Reporting System including DRRS and Force Readiness Reporting computer programs, AF-IT and DRRS reporting programs in order to manage and provide guidance applicable to all PACAF units.
2. Knowledge of AF and PACAF roles and missions, program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in the overall program planning and execution of military operations and evaluations.
3. Skill and knowledge in understanding the computer program for submitting unit readiness reports. Comprehensive skill and knowledge in the administration of the DRRS.
4. Skill in retrieving and analyzing all C-MAJCOM units' readiness data from DRRS and AF-IT Readiness databases.
5. Ability to review draft DOC Statements, make recommendation and provide detailed, in-depth guidance and assistance to Functional Area Managers (FAMs).
6. Ability to communicate effectively, both orally and in writing, negotiate complex issues, to prepare and present briefings to/for Flag Officer/General Officers, coordinate planning efforts and manage program activities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
