Duties

The Incumbent: Serves as the science advisor to the Deputy Director for Program and Science, the CDC Director and CDC Principal Deputy, shaping and directing science policies and plans for the agency and in providing leadership and direction n developing, improving, and fully utilizing CDC's capacity in public health science and research. Serves as the principal leader for the excellence in science priorities, working closely with CIO leaders to communicate the expectations of this priority to ensure the priority is adopted and implemented in research programs. Represents the agency (including the Deputy Director for Program and Science and the CDC Director) in working with Department officials to coordinate agency-specific scientific activities across the Department of Health and Human Services (DHHS), communicating the results of CDC/ATSDR research, and providing agency leadership in executing DHHS science directives and priorities at CDC/ATSDR. Provides agency-wide leadership in working with other DHHS agencies, in particular the National Institutes of Health (NIH) and the Food and Drug Administration (FDA), to ensure that there is coordination of scientific effort, lack of overlap in research activities, and that research gaps are being addressed. Provides leadership and collaboration with other Federal agencies and private sector and academic research institutions to advance the state of public health and related medical and scientific research. This includes the White House Office of Science and Technology Policy, National Science Foundation, National Academy of Sciences, Institute of Medicine, Defense Advanced Research Projects Agency, Department of Homeland Security, Environmental Protection Agency, and others. Works with the CIO Directors and other CDC/ATSDR senior staff on the investigation of disease outbreaks and environmental incidents, global health issues and programs, surveillance activities, the Morbidity and Mortality Weekly Report, prevention guidelines, public health statistics, CDC advisory committees, research human subject reviews, and peer-reviewed intramural and extramural research programs. Participates with the Deputy Director for Program and Science and the CDC Deputy Director and other CDC/ATSDR officials in the formulation of agency public health science policies and priorities to guide the work of CDC/ATSDR scientists. Serves as the principal source of expertise and advice to the Deputy Director for Program and Science and the CDC Director on health science and public health research. The Director, Office of Science coordinates with the CDC/ATDR Senior Leadership Team on the formulation and execution of public health scientific activities that reflect policy directions and program priorities. Develops and maintains the highest of standards and criteria for scientific manuscripts, publications, research journals, including the CDC MMWR, etc. Provides scientific guidance and leadership to international, national, state, or local government agencies, universities, health-related organizations, private and public foundations and professional associations, public health practitioners, elected officials, the legal community, and law enforcement and emergency response organizations. Provides medical and scientific advice and consultation as a nationally or internationally recognized consultant an expert on science innovation, research, ethics, and science administration. Directs special projects involving medical, technical and scientific matters of interest to the CDC, and HHS.

Qualifications

Current federal employees must be at or equivalent to the GS-14 grade level or above to be considered for this position. Basic Qualifications for RF-0601: Applicants must possess a degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. In addition to the basic qualifications requirement, a Ph.D. in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position is required. Candidates must show clear evidence of specialized experience. Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as experience serving as a senior advisor to internal and external partners, public health officials, and stakeholders in the management, coordination, and oversight of scientific initiatives, policies, performance goals, and evaluation of an organization. Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
