About the position: Serves as Program Manager for one or more Regulatory Programs, such as Mitigation, National Environmental Policy Act, Section 106/Tribal Issues, Endangered Species/Essential Fish Habitat and Wetlands/Enforcement, responsible for administering and executing projects in support of the USACE Pittsburgh District's Regulatory Division. The primary focus will be mitigation activities. Although a non-supervisory position, a high-level of team leadership skills are critical.

Duties

Serve as a Program Manager for one or more Regulatory Programs, such as Mitigation, National Environmental Policy Act, Section 106/Tribal Issues, Endangered Species/Essential Fish Habitat, or Wetlands/Enforcement. Provide expert technical advice and assistance to other Corps Districts, within the Great Lakes and Ohio River Division (LRD) on complex issues. Develop scope and requirements based on directives, stakeholder needs, policy and related authorities, and board guidance. Resolve policy, technical, performance, and quality issues. Monitor, forecast, and analyze progress and takes necessary corrective actions. Exercise initiative and provide leadership in planning, coordinating, and accomplishing complex work assignments or studies. Influence or persuade applicants and violators, as well as their legal counsel and technical/scientific consultants to effect desired actions and avoid litigation or escalation of the issues. Develop and evaluate general permit application/modification and enforcement cases. Extensive coordination and integration of different, and sometimes conflicting, requirements and priorities.

(4) Preparing permits, evaluations, enforcement cases, affidavits and/or depositions to ensure document quality and legitimacy. (5) Developing training courses for personnel on regulatory topics. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
