YOU WILL SERVE AS A GENERAL ENGINEER/PHYSICIST/OPERATIONS RESEARCH ANALYST/COMPUTER SCIENTIST IN THE T&E MANAGEMENT FOR PROGRAMS & OPS DIV, PEO(U&W) PROGRAMS TEST BR 1 OF NAVTESTWINGLANT NWCF. The position is the Senior Assistant Program Manager for T and E (APM T and E) for PMA-268 and provides T&E technical and acquisition leadership for all assigned programs.

Duties

You will develop all documentation required for the program, Tv and E inputs to all System Engineering Technical Reviews (SETR) and Gate Reviews and the execution of all developmental and operational testing and leads other APM (T and E)s. You will develop strategies that span cross domain solutions to test programs including integration of air segment, ship segment, landing systems, and information servicing networks. You will oversee the maintenance of all master test schedules and metrics and is responsible for integrating test issues across the Integrated Program Teams. You will plan, execute and report aspects for IPT test and evaluation efforts within the program office and responsible to ISEET for application and enforcement of appropriate test policies, processes and procedures. You will ensure that the test teams are appropriately staffed and that T and E competency leadership is kept engaged in testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12/13 or pay band DP-04 in the federal service or equivalent experience in the private or public sector as a professional GENERAL ENGINEER/PHYSICIST/OPERATIONS RESEARCH ANALYST/COMPUTER SCIENTIST. Specialized experience MUST demonstrate: : 1) Subject matter expert on all T&E matters and experience representing the Program Manager (PM) in meetings with DOT&E, CJCS, U.S. Army, OPNAV, and Operational Test Forces; 2) Knowledge of NAVAIR T&E policies; 3) Experience Chairing Test and Evaluation Working Integrated Product Team (WIPT) meetings, authoring Test and Evaluation Master Plans, and coordinating/executing Operational Test Readiness Reviews; 4) Develop T&E strategies that span cross domain solutions to test programs including integration of air segment, ground segment, ship segment, landing systems, and information servicing networks. *DAWIA Requirement: This position is Critical Acquisition Position (CAP) and is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and has been identified as a Career Field T - Test and Evaluation at Level II-Practitioner. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
