The Network Expendable Supply Analyst (NESA) is a supply chain management (SCM) advisor to the VISN 5 Network Chief Supply Chain Officer (CSCO) with particular emphasis on the strategic sourcing and management of commodities and supplies in the VA Capital Health Care Network (VISN 5), Chief Logistics Office. VISNs are networks of vertically and horizontally integrated Veterans Affairs Health Care Systems (VA HCS) serving Veterans across a broad geographic catchment area.
Duties
The NESA provides oversight, guidance and program management in operations and planning activities and all VISN facilities' commodity standardization programs. This includes standardization of business processes, performance measurement/management, quality assurance/compliance, and reporting within the VISN. Monitors and manages the performance and measurement functions in all VISN facilities including all aspects of commodities management and/or commodity standardization activities (including requirements determination, acquisition planning/coordination/oversight, purchasing, etc.). Ensures best practices are disseminated as appropriate, utilizing continuous quality improvement principles and practices such as Lean Six Sigma. Supports and facilitates education and training opportunities for staff in all logistics areas, particularly commodity management and strategic sourcing. The NESA is accountable to the VISN CSCO for clinical or administrative commodity standardization, and related quality and performance management activities and will ensure compliance with applicable regulations, directives and standard operating procedures. They coordinate communication within the business, strategic sourcing, and commodity standardization communities (within their network, between networks, and between their networks and VA/VHA).
Work Schedule: Monday thru Friday, 7:30 am to 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience includes: Analyzes and test a variety of established techniques and methods to evaluate alternatives and arrive at decisions, conclusions, or recommendations; Prepares analytical and statistical report to support business execution; Formulates, presents, executes and analyzes organization budgets; Provides consultant and advisory services to management.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. Long hours, excessive travel and quick turn-around may require some physical exertion. However, generally no special physical demands are required to perform the work.
Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.
