This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Fort Drum is approximately 30 miles from Canada, with the Great Lakes to the west, the Adirondack Mountains to the east, and the St. Lawrence River and Thousand Islands in between. This position is located in the Directorate of Public Works.

Duties

You will drive pickups and other types of light duty trucks, up to and including 10,000 pounds gross vehicle weight (GVW) to perform snow plowing services. You will operate various lawn mowing equipment to mow grass. Maintain vehicle logbook and preventive maintenance records. Perform preventive maintenance services and checks in accordance with established guidelines. Load and unload equipment, materials, and supplies to and from trucks; dig trenches; install, repair, and, remove chain link fencing and traffic and activity signs. Clean culverts, drains, and catch basins, fill and level holes in roads, shoulders, and other areas. Operate weed eating equipment, trimmers, etc., to trim around buildings, shrubbery, etc. Operate wing unit or snowplow and sanding unit. Assist in changing and/or replacing hardware on snowplows and using units such as cutting blades, shoes, nuts, bolts, and other items. Operate forklifts, up to and including 10,000-pound lift capacity, to load, unload, and/or transport equipment, materials, and other items.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year trial/probationary period may be required.
  • Position requires the incumbent to possess and maintain a valid state driver's license.
  • Position requires the incumbent to obtain and maintain a forklift operator's license.
  • Position requires the incumbent to be willing to work shiftwork, weekends, and holidays.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
  • This position has a requirement to lift up to 40lbs. in the regular performance of duties.
  • This is a seasonal position. Seasonal employment means annually recurring periods of work that typically last six months each year, but may vary.
  • This position may require occasional TDY up to 5 % .
  • This position is an Inclement Weather position incumbent is expected to make every attempt to report for duty on time and/or remain on duty during server weather conditions.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Motor Vehicle Operator To meet the screen out element, applicants should document experience in the following: operating forklifts (electric, diesel, or propane propelled) up to and including 10,000 pound lift capacity, to load, unload, and/or transport equipment, materials, and other items; and operating various lawn mowing equipment to mow grass without more than normal supervision. Failure to meet this Screen out Element will result in an ineligible rating. To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official. Ability To Do The Work Of The Position Without More Than Normal Supervision (Screen-out Element) Physical Effort: Work requires sitting, walking, standing, bending, stooping, reaching, twisting and turning. Also requires use of hands,feet, and legs to operate equipment and vehicle. Incumbent will exert moderate physical effort in the frequent handling of objects weighing up to 40 pounds and the occasional handling of heavier objects while loading cargo, with the assistance of other workers or weight handling equipment. Considerable physical effort may be required to change tires and make limited emergency repairs, such as installing an emergency fan belt or replacing an electrical fuse on open highways. Working Conditions: Incumbent is exposed to all types of weather conditions, including inclement weather. Drivers work mostlyoutside and operate vehicles in all kinds of weather and traffic and are exposed to the danger of serious accidents. Drivers are exposed to dirt and fumes, and to the possibility of cuts, bruises, and broken bones as a result of accidents while driving or from falling objects when loading and unloading the vehicle. The tools, vehicles, and heavy objects worked with occasionally present chances for serious injuries (e.g.: broken bones, severe cuts, strained back).
