This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will administrator the program for a system of hydroelectric power plants. Develop methods and techniques to accomplish effective operations within established policies and procedures. NOTE: One selection will be filled at any of the three locations.

Duties

As a Power Plant Maintenance and Remote Operations Supervisor, you will plan daily operations and maintenance of multiple hydroelectric power projects to achieve most efficient utilization of equipment and personnel. Manage the daily operations of a system of large complex multi-purpose power project(s) that includes hydroelectric power plant(s), high voltage switchyard(s), and dam(s) with controlled spillways. Supervise power plant maintenance supervisors, shift operators, electricians, mechanics, maintenance workers and administrative personnel. Direct normal and emergency operations to reliably deliver electric power, control power system voltage, control power system frequency, and control switchyard equipment as a part of the southeast region power system. Manage the operation of the dam and integrate the operations of the dam and power plant. Administer highly complex and rigid health, safety, security, and environmental programs for protecting government and contractor employees and project equipment.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
• Must be capable of rapid simultaneous mental and muscular coordination in conjunction with hand and eye coordination to operate switches and controls in accordance with meter indications.
• This position may require the incumbent to lift and carry heavy objects, climb and reach above the shoulders, stand, sit, crawl and kneel for prolonged periods of time and performs repeated bending.

Ability To Lead Or Supervise - .I have the ability to supervise the most difficult and complex power plant operations and maintenance duties. I am skilled in planning the use of subordinate supervisors, workers, equipment, facilities, materials and tools on a day-to-day or project-by-project basis. Projects were complex and often changing, making the need to update the planning of workers and equipment on a constant basis. I identified potential problems with power plant equipment and systems and made the necessary changes whether it be in personnel or procedures, to avoid the future problems all together. I verify the quality of work done during and after a project has been completed. Typical work that is being validated includes, but is not limited to, work from the following power plant journeyman disciplines: Electricians, and Mechanics. I am considered an expert and work with a high degree of independence. In order to perform the maintenance, inspection and operation of power station equipment the incumbent may lift and carry heavy objects, climb and reach above the shoulders, stand, sit, crawl and kneel for prolonged periods of time and performs repeated bending. Working Conditions: Most duties are performed within the confines of a Power Plant. Job duties may be required on the generator and turbine floor, spillway and switchyard as circumstances dictate. Some exposure to moderate discomforts such as noise, heat, cold, moving, and rotating equipment can be expected. This position requires occasional travel outside the normal duty locations for training activities, operational familiarization of other power plants, and other activities.
