This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Communications (OC), Strategic Marketing Group (SMG), Division of Digital Marketing (DDM).
As a Data Scientist, GS-1560-13, you will serve as a subject matter expert on analytical, statistical, and programming techniques necessary to collect, organize, analyze, and interpret highly specialized data sets to help improve outreach and campaign-related initiatives.
Duties
Serves as technical expert to outreach teams and leadership at the Division and Group level in collecting, analyzing and interpreting unique and highly specialized CMS data sets.
Uses advanced analytical techniques to develop computational algorithms and statistical methods that find patterns and relationships in large volumes of data.
Identifies data that are available and relevant, including internal and external data sources, in the design, development, and implementation of segmented and personalized communications.
Provides technical expertise in the development and analysis of pilot initiatives and applications, and makes recommendations to management on the use of such technology as it relates to CMS data.
Develops, maintains, and delivers timely information pertaining to, and accessible by, all product and program stakeholders.

- This is a remote position; however, the position reports to a CMS Office on a periodic basis. Requirements to report to the office will vary and can be discussed at the time of interview.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Utilizing statistical analysis techniques to evaluate data; 2) Conveying statistical information through data visualizations or reports to non-technical audiences and 3) Manipulating large sets of data to evaluate organizational performance or vulnerabilities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
