You will serve as a INTERDISCIPLINARY GENERAL ENGINNER/ ARCHITECT in the FACILITIES ENGINEERING AND ACQUISITION DIVISION, CONSTRUCTION SECTION of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will enforce technical and administrative provisions of assigned construction contracts. You will review pre-final contract drawings and specifications with respect to constructability and compatibility with actual field conditions. You will review contractors' basis for payment (e.g., schedule of prices, submittals, requests for information, impact notices). You will visit construction sites to identify major problems, initiate corrective actions and perform quality assurance functions. You will chair progress reviews with stakeholders and customers to communicate the status of architectural and engineering/construction projects and you will conduct pre-construction conferences. You will negotiate contract modifications with construction contractors.

Qualifications

This is an interdisciplinary position which may be filled by either of the following series: Architect (0808), General Engineer (0801). In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience. Your resume must clearly demonstrate at least one year of specialized experience equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing construction management and construction engineering for alternations, repair, and new construction of a broad range of facilities; 2) Preparing construction cost estimates in support of contract negotiations; 3) Reviewing and approving all contract technical submittals (e.g. design drawings, product selection, environmental protection plans, schedules and/or quality control plans); 4) Monitoring construction contractor quality and safety programs by conducting site visits; and 5) Reviewing pre-final contract drawing and specifications. Education

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.


Applicants for the Architecture Series (0808) must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
A bachelor's or higher degree in architecture or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
