About the Position: This Supervisory Operations Research Analyst position is located with the US Army, Program Executive Office Simulation, Training and Instrumentation (PEO STRI) in Orlando, FL.
Duties
Using statistical, mathematical and modeling techniques, incumbent develops, analyzes and validates life cycle cost estimates prepared for complex simulator, training and instrumentation systems.
Directs the efforts of a multidisciplinary team to develop and document a fully supportable and defensible life cycle cost estimate.
Plans develops and reviews comprehensive economic analyses for alternative investment decisions to provide the PEO STRI managers and Staff a qualitative basis to assist in the materiel acquisition program decision process.
Performs analysis of program/system/project implementation and execution, in order to enable the effective programming of funding and manpower resources.
Develops and provides the cost proposal/evaluation sections of the Request for Proposal (RFP), Proposal Evaluation Plan (PEP) and Proposal Evaluation Report (PEP) in support of "Best Value" contractual determinations.
Performs the full range of administrative and technical supervisory duties.
Serves as a first line supervisor to manage and direct personnel involved in cost analysis/cost estimating functions, design-to cost programs; contractor performance reporting; and/or government cost estimates.

Basic Requirement for Supervisory Operations Research Analyst:
This position has a positive education requirement which is, the incumbent must have a Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:(1) Utilizing a variety of complex mathematical, scientific, statistical, and information handling (as well as other operations research techniques) to analyze program requirements; (2) Evaluating the purpose, configuration, characteristics, and parameters for assigned programs to identify cost factors and relationships and develop mathematical models and life cycle cost estimates; (3) Developing the methodology for solution using the latest advances in mathematical modeling, analytical techniques, cost, and economic analysis techniques; and (4) Preparing and collaborating on comprehensive technical and scientific reports and briefings covering all phases of projects assigned.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (GS-13).
