You will serve as a FINANCIAL SPECIALIST in the COMPTROLLER DEPARTMENT of US FLEET CYBER COMMAND.
Pay Ranges:
GG-11: $78,592 - $107,404
GG-12: $94,199 - $128,739
Duties
You will conduct research and create justification for budget components and respond to budget submissions or inquiries
You will support all aspects of budget administration during budget cycles.
You will employ financial analytical methods to define, compile, formulate and validate budgetary requests and planned resource allocations.
You will prepare reports to track expenditures against budget targets/controls and operational parameters.
You will communicate financial information effectively to command personnel and external representatives.
Requirements

- You will be required to obtain and maintain a Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by:
GG-11:
Experience identifying and solving budgeting issues such as formulation of budget estimates and funding obligations for programs;
Experience extracting information from various financial and non-financial sources and assessing the applicability of the information;
Experience supporting team leads to institutionalize quality controls and internal audit methods for financial functions; AND
Experience using Microsoft Office and other software applications to include Excel skills.
This position is within the Work Category PROFESSIONAL at Work Level II, Series and Grade GG-11.
GG-12:
Experience performing budgetary functions in support of developing or defending budget requests and estimates, budget exhibits, spend/phasing plans, future year projections, and budget elements for labor and non-labor funding requirements;
Experience collaborating with technical/functional subject matter experts (SMEs) to assess, establish, and justify current budget and spend plans based on mission and projected operational priorities;
Experience conferring with program leads to modify program/project plans as necessary to reflect programming, approved budgets and other resource authorizations; AND
Experience analyzing, evaluating, and implementing fiscal decisions based on financial data and program factors.

Education
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Successfully completed a Ph.D. or equivalent doctoral degree;
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
OR
Successfully completed an LL.M. degree that is related to the position being filled.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.
Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
