This position is located within the Food and Drug Administration (FDA), Center of Drug Evaluation and Research (CDER), Office of Management (OM), Division of Budget Execution and Resource Management (DBERM), Budget Execution Branch (BEB). The position is located in Silver Spring, MD.
Duties
Monitor the execution of the Centers approved operating budget for assigned program areas to assure that funds are properly allocated and are being obligated in a timely and effective manner in support of authorized program objectives.
Maintain complex databases, registers, and other accounting/tracking systems employed by the organization. Track obligations, expenditures and the flow of funds.
Provide advice on all aspects of the interpretation and application of FDA and Department guidelines for budget execution process to program and administrative staff of the Center.
Work with program managers, administrative officers and budget staff in the development of annual work plans and schedules for the execution of approved budgets.
Analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones.
Performs a variety of budget execution and analysis functions for assigned programs or administrative budget areas. Identify potential issues and provide recommendations for resolution of budgetary problems.
Maintain complex databases, registers, and other budget tracking systems employed by the organization.
Work with administrative offices and program managers in the development of annual work plans and schedules for the execution of approved budgets.
Compile data and prepare a variety of ad hoc and reoccurring reports and analyses related to financial management issues such as the status of funds, obligations, FTE usage, etc.
Work with Center administrative and FDA accounting personnel on corrections and follow-up to see that corrections have been made.

Qualifications
The position of Budget Analyst falls within the 0560 occupational series. To qualify for this position at grade GS-12/13, you must meet Time-in-Grade requirements by 11:59 pm EST on 09/01/2023.
Minimum Qualifications:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Specialized Experience GS-12: You must possess one (1) year of specialized experience equivalent to the next lower grade of GS-11 or equivalent band level of responsibility in the Federal Service which includes (1) Formulating or monitoring the budget for an organization; (2) Reviewing and reconciling commitments and obligations; and (3) Preparing monthly financial status reports.
Specialized Experience GS-13: You must possess one (1) year of specialized experience equivalent to the next lower grade of GS-12 or equivalent band level of responsibility in the Federal Service which includes (1) Formulating budget and cost estimates to support plans and programs; (2) Providing technical guidance to management on the preparation of financial reports and/or recommending improvements; and (3) Drafting budget program policies and procedures in compliance with laws and regulations.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
