Duties

As a SECURITY SPECIALIST you will be responsible for the following duties: As a Regional Mission Action Officer you will be responsible for the following duties: - Providing advanced NISP technical and operational Industrial Security oversight, guidance and assistance to DCSA personnel, entities within the Defense Industrial Base, Government Contracting Activities (GCA) and other field elements. - Reviewing Field actions associated with and assisting in the conduct of Security Reviews to ensure NISP compliance and identification of vulnerabilities; Governing implementation of protocol, mitigation, and countermeasures; Determining risk level, developing and recommending appropriate actions in operational and nonoperational situations. - Assisting, evaluating and analyzing Security Violation Investigations involving classified U.S., FGI or NATO material to ensure appropriate completion. - Assisting field personnel to ensure priorities are accomplished appropriately by; providing direct support and accurate guidance to field offices, and integrating with stakeholders. - Conducting quality reviews, research, trend analysis and operational metrics activity. - Serving as a Subject Matter Expert (SME) representing the Region as a functional/operational lead for NISP activities in various situations, meetings and platforms; Coaching, mentoring and providing information briefings to field personnel; Operating with minimal supervision in a dynamic team environment applying critical thought for successful results.

  • If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
  • The incumbent is required to obtain and maintain the Security Fundamentals Professional Certification (SFPC) within two years of entry on duty. Certifications must be maintained in accordance with program rules.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: - Provides technical and operational support associated with oversight of the National Security Policy, National Industrial Security Program, DoD Security Regulations/Manuals/Directives/Instructions, Federal Rules, Investigations, International Security Requirements, and Risk management principles; - Evaluates and provides solutions to complex problems by gathering facts, analyzing details, and applying reasoning to promote efficient decisions and solutions; - Conducts quality and security reviews based on threats and vulnerabilities; - Provides collaborative support and maintains effective relationships in stressful environments, working with others towards agreement and solutions; - Delivers professional oral briefings and written products to internal and external stakeholders Specifically you will be evaluated on the following competencies: Compliance Inspection - Knowledge of the guidelines, regulations, and procedures associated with compliance inquiries, including application of compliance rules and criteria and ability to make appropriate decisions and issue citations, fines, or orders. Vulnerabilities Assessment and Management - Conduct assessments on threats and vulnerabilities, determine the level of risk, and develop and recommend appropriate mitigation countermeasures in operational and non-operational situations. Conduct assessments in a counterintelligence context to protect against espionage, other intelligence activities, and sabotage conducted for or on behalf of foreign powers, organizations or persons, or international terrorist activities Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders Communications - Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals. Influencing/Negotiating - Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.
