This National Park Service (NPS) position is part of the North Coast and Cascades Network Inventory and Monitoring Network (NCCN), one of 32 system-wide networks undertaking the development and implementation of systematic biological inventories and long-term vital signs monitoring.

The incumbent serves as the Network's Program Manager to meet NPS and Inventory and Monitoring Division goals and objectives:
Inventory the status of natural resources under National Park Service stewardship
Monitor park ecosystems to better understand their dynamic nature and condition and to provide reference points for comparisons with other, altered environments.
Communicate inventory and monitoring science findings and accomplishments to inform National Park Service planning, management, and decision making.
NCCN monitors Water Quality, Landscape Change, Climate, High-Elevation Mountain Lakes, Land birds, Glaciers, Intertidal, Forest Vegetation, Prairie Vegetation, Subalpine Vegetation, Fish Assemblages, and Elk.The incumbent works directly with staff of many disciplines located at three National Parks: Olympic, North Cascades, and Mount Rainier and four historical parks: Lewis and Clark, San Juan Island, Ebey's Landing, and Fort Vancouver to implement monitoring protocols and inventories and to ensure data and deliverables are managed appropriately, effectively, and timely. This position currently supervises a network data manager; ecologist; GIS specialist; and biological technician for publication, website, and information management. The Network Program Manager maintains regular communication with a diverse suite of partners in other agencies, non-profit organizations, and universities in order to undertake projects that enhance core monitoring objectives.
Leads, implements, manages, and serves as principal scientific advisor for a complex program of natural resource inventory and monitoring and related activities to address sensitive resource management needs that are affected by a wide variety of issues within and outside the parks.
Coordinates the network's I&M program with related programs on adjacent lands, and with appropriate regional and national monitoring policies and programs for the purposes of scientifically monitoring natural resources.
Oversees the network's data management, database and GIS efforts, including data quality, and because of this the incumbent must have experience with data collection and logistics, data management and reporting.
Ensures that data, reports, and publications are of high quality and are properly managed, secured, preserved and accessible to park managers and their staff, other agencies and organizations, scientists, and the general public as directed by NPS policy.
Develops scopes of work and serves as Technical Representative for contracts, cooperative and interagency agreements, and other instruments.
Develops and manages an annual budget of around $1.6 million annually; prepares, forecasts and projects funding requirements; reviews, analyzes and monitors expenditures of funds.
Ensures appropriate internal and external peer review of I&M science and publications.
Determines appropriate study designs, sampling frames, and analyses for developing and implementing protocols to assess status and trends of park natural resources.
Coordinates the efforts of the network's technical and scientific advisors in developing and implementing the network's Vital Signs Monitoring plan and protocols. Provides technical assistance and oversees monitoring and related research that often has an impact beyond network park boundaries, or may have regional or national impacts.
Summarizes information clearly and succinctly for use by scientists, managers, planners, park staff, cooperators, and partners.
Communicates effectively with park managers and program leadership at the Regional, I&M Division, and Washington levels to apply monitoring and related research results to solving resource management problems.
Provides: data and expertise for park planning documents and implementation plans as needed; information to park interpretation and education programs; annual accomplishments and summary reports and other reports as required; ensures that network technical and professional reports adhere to NPS guidelines.
Exercises the full range of technical and administrative supervisory responsibilities for a staff of scientists and technicians such that supervision of non-contract employees requires at least 25% of the incumbent's time. Performs overall work planning, establishes work schedules and priorities, assigns and reviews work and timesheets, credit card statements, oversees travel, resolves complaints, grievances, and other personnel problems as they arise. Develops employee performance standards, conducts performance evaluations, ensures compliance with NPS standards and policies, and assists employees with personal development and career opportunities.

Qualifications
All qualifications must be met by the closing date of this announcement-09/03/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Basic Qualification Requirement- 0401
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Must submit transcripts that reflect you meet the basic requirement.
Basic Qualification for 0408-
Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
Must submit transcripts that reflect you meet the basic requirement.
Basic Qualification- 1301
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
To qualify for this position at the GS13- grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) collecting and organizing ecological data; (2) designing study plans that identify or help solve natural resource management problems; (3) monitoring expenditure of funds; (4) developing work plans, schedules, cost estimates, and funding proposals; and (5) applying technical writing and editing skills in composition and review of complex science reports or papers.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
