About the Position: The incumbent integrates Continuing Authorities Program (CAP) and federal agency requirements to execute a project's requirements so expectations are coordinated with all agencies and organizations. This role includes various functional elements within the District, establishing responsibilities and setting expectations. Incumbent controls and manages assigned planning project(s) budget and schedule, assuring the district's commitments to the sponsor/customer are met.
Duties
Serves as Program Manager responsible for the overall management, control, coordination, and execution of assigned water resource planning projects.
Negotiates and integrates all NWK requirements as appropriate in support of assigned projects into a comprehensive management plan.
Plans, develops, and establishes the strategy for the overall NWK nationwide, regional, and local planning programs.
Coordinates the program planning, design, and implementation of competitive and non-competitive contracts through source selection processes for district planning programs of varying scope and complexity, as required.
Allocates project funds to District elements, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained.
Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost.
Keeps the district management fully informed of project progress, issues and their resolution, and any impact on costs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% for official duties/training.
- One year trial/probationary period may be required.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-12).
Specialized experience is defined as:
Experienceexecuting various Continuing Authorities Program management authorities within the district area of responsibility, specifically Section 14, Section 205, Section 206, and Section 1135.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
