The position will serve as State Compliance Coordinator assigned to the Natural Resources Conservation Service (NRCS), in a State/Area or Field office, and is part of the State Compliance Team. The primary purpose of the position is to serve as team leader of the State Compliance Team {CT) and ensure that Highly Erodible Land (HEL) and Wetland Compliance (WC) technical determinations and activities are conducted in compliance with applicable statutes, regulations, policies, and procedures.

Duties

Serve as the team leader of the State Compliance Team and ensures that Highly Erodible Land and Wetland Compliance technical determinations, activities, and reviews are conducted in compliance with applicable laws, policies, and procedures. Reviews Highly Erodible Land (HEL) and Wetland Compliance (WC) information and makes determinations that are in congruence with applicable laws, regulations, policies, and procedures. Coordinates compliance reviews, team assignments, provides technical direction, and assists District Conservationists in processing compliance reviews. Develops, recommends, and coordinates new or updated HEL and WC policies and procedures to the supervisor and the State Leadership Team, i.e., State Resource Conservationist (SRC), State Soil Scientist (SSS), and State Appeals Coordinator (SAC). Coordinates with supervisor and state leadership in making necessary revisions to state guidance and processes such changes to ensure the accuracy, quality, and efficiency of compliance determinations. Provides technical advice to NRCS field, area, and state personnel in interpreting imagery, establishing history, and making technical determinations consistent with HEL and WC provisions of the National Food Security Act. Works with appropriate NRCS officials to recommend action(s) to correct deficiencies and make suggested improvements in Agency policies, practices, and procedures based on lessons learned. Provides advise on policies, procedures, and regulations governing the Agency's appeal process.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g. one year at the GS-11 level for consideration for the GS-12 level). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. Basic Education Requirement for the 0401 - General Natural Resources Management and Biological Sciences Series: Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of Education and Experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. Basic Education Requirement for the 0457 - Soil Conservation Series: Degree: Soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science; OR Combination of Education and Experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education comparable to a 4 year degree. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. Evaluation of Education: Education that provided specialized knowledge and skills in soil and water conservation is more valuable than education that imparted broad but general knowledge and skills. Courses in soil fertility, soil chemistry, soil genesis, plant physiology, plant science, and field crops are examples of specialized courses that contribute towards meeting the required 12 semester hours as described above. Courses in the physical sciences or engineering such as geology, civil engineering, and hydrology also meet the soils, crops, or plant science course requirements where such courses included a complete introduction to the physical, chemical, and biological properties of soils. Evaluation of Experience: Experience that included the application of techniques, principles, and methods from a variety of agricultural and natural resource fields is appropriate, given the interdisciplinary character of the soil conservation occupation. For example, experience gained in a specialized field such as soil science, forestry, or agronomy is as fully acceptable as experience directly obtained in soil conservation work. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience for the GS-12 level: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include: Independently analyzing conservation compliance workloads, developing and implementing annual work or business plans, and establishing goals within the constraints of funding and staff availability; Independently providing technical guidance and assistance to groups and individuals on topics such as soil interpretations, hydrology, erosion control measures, wetland restoration, highly erodible land, and wetland determinations. Completing highly erodible land certified wetland determinations using established methodologies. Note: There is no education substitution for the GS-12 level.
