The primary purpose of this position is to serve as Disability Program Manager (DPM) and perform data analytics to develop comprehensive analysis of DPM efforts to include workforce composition, outreach recruiting, employment, internal advancement, performance, employee development, discipline, and awards/recognition and appraisals.

Duties

Serves as an active member of Installation Barrier Analysis Working Group (IBAWG) chairperson and provides MD-715 report inputs. Functions in accordance with Equal Employment Opportunity Commission (EEOC) Management Directive-715 Equal Employment Opportunity Program. Analyzes, interprets, and summarizes a variety of data and statistics for purpose of conducting, organizing, or participating in studies and/or key leadership briefings or reports. Serves as Installation Disability Program Manager. Participates in special initiatives, studies, projects, and affirmative employment activities. Provides administrative support. Duties include, but are not limited to, preparation of items for newsletters, responses to Congressional Inquiries, reports of special studies, scripts for briefings, letters responding to inquiries from employees and other customers, and supplements to regulations and directives

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualifications Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience include applying comprehensive and thorough knowledge of laws, regulations, executive orders, court decisions, and issues related to equal employment opportunity programs and skill to apply this knowledge to a variety of difficult and complex work assignments; Knowledge of identifying equal employment opportunity problems and developing concrete action plans to solve these problems to advise managers on appropriate courses of action to eliminate barriers to equal employment opportunity. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD, Air Force, MAJCOM, federal law, executive orders, and local directives pertaining to equal opportunity programs and specifically DPM programs to be able to advise the base commander and senior managers in the accomplishment and/or resolution of the most complex concerns of Affirmative Action and Special Emphasis. 2. Knowledge and general understanding of Air Force organizational and federal personnel structure and functions. 3. Knowledge of a wide range of concepts, principles, methods, and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve equal opportunity demographic problems and make technical recommendations for resolution. 4. Skill in fact-finding and analysis of a variety of facts and opinions concerning controversial, complex EO issues by determining meaning, relevancy, and significance of a large body of complex and interrelated pieces of information from many sources, weighing evidence, identifying problems, making conclusions and recommendations, and reporting and presenting findings. 5. Ability to establish effective working relationships with managers, supervisors, specialists, employees, and military members and persons outside of the agency such as equal opportunity specialists and community organization representatives. 6. Ability to communicate effectively both orally and in writing when preparing written documentation and presenting professional oral presentations. Uses tact and diplomacy in an effective manner. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
