The Bay Pines VA Healthcare System (HCS) a level la, tertiary care facility headquartered in Bay Pines, Florida that provides acute, intermediate, and long-term care 24 hours a day, seven (7) days a week and on federal holidays. Care is delivered through the Bay Pines VA Healthcare System to include one (1) medical center, one (1) healthcare center, and seven (7) community-based outpatient clinics (CBOC's).

Duties

The incumbent serves as a Lead Medical Technician in the Pathology and Laboratory Medicine Service. The incumbent will provide assistance to Medical Technologists, Supervisors and Managers in performing specimen collection, examination, receipt, processing and shipment procedures as well as phlebotomy in an inpatient and outpatient setting. The incumbent is responsible for effectively dealing with incumbents of all skill levels, including physicians, advance practical nurses, ancillary clinical support staff, clerical staff, laboratory staff and upper management. The incumbent is expected to develop and maintain positive clear communications with all customers, including patients and visitors. They must have the ability to plan, organize, set- priorities, work as an effective team member and complete assignments timely with only cursory supervisory support. The incumbent is expected to operate with a sufficient level of expertise (garnered through extensive and intensive specialized experience and on-the-job-training) to independently work with complex laboratory tests and laboratory equipment requiring advanced skill levels and lead subordinate staff. The incumbent possesses a high level of knowledge anatomy and medical terminology. Work Schedule: M-F 7:00am - 15:30 Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The incumbent must possess effective communication skills to work professionally and diplomatically with other healthcare professionals, patients, and families. The incumbent must have advanced knowledge of various menus, options, and procedures, to use the laboratory computer system, electronic medical record, laboratory data management software, and the commercial laboratory computer system. The incumbent must have advanced knowledge and technical skill to perform patient testing and quality control procedures, validate the accuracy of the test results, and report the test results through the laboratory computer system. The individual is required to have expert knowledge and skills in phlebotomy techniques, procedures, and other specimen collection procedures. They are required to know and be aware of the consequences that can occur when laboratory policy and procedure is not followed. The incumbent must be able to observe and proactively report physical or mental changes in a patient. They must be able to manage patient care in adverse venipuncture events. The incumbent must have advanced knowledge to appropriately package specimens at variable temperatures for specimen transport in accordance with the Department of Transportation (DOT) and International Air Transportation Association (IATA) guidelines to ensure specimen stability and acceptability at the reference testing facility. Has extensive knowledge of the full operations for Pathology and Laboratory Medicine Service routes specimens for testing and delivers specimens to the specific laboratory section that performs the testing, to include Chemistry, Hematology, Blood Bank, Microbiology, Serology, and Histology. Advanced knowledge of the medical facility mission, functions, goals and objectives. Advanced knowledge of key personnel and lines of authority within the service and medical facility for the flow of information. Advanced knowledge of quality management principles enough to monitor a laboratory quality management criterion set forth by the Laboratory Quality Manager for the processing area and proactively report quality concerns and suggest corrective action. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed in a laboratory atmosphere and requires regular and physical exertion such as walking, bending, recurrent standing and moderate lifting. The work requires specific physical characteristics and abilities and dexterity needed to perform intricate analytical and technical procedures. Data entry includes patient information, test orders, and other critical data in a computer that may result in physical problems from the effects of repetitive motion and eyestrain. The incumbent must have normal color vision correctable to 20/20. The position may also require assisting geriatric and/or disabled patients.
