This position is located in Oregon Implementation (EWL), of the Fish & Wildlife Program (EW), Environment, Fish & Wildlife (E), Bonneville Power Administration (BPA).
The purpose of this position is to serve as a Fish and Wildlife Administrator and senior program lead and/or project manager responsible for performing professional scientific work involved in the implementation or the development of policy to support fish and wildlife protection, mitigation and enhancement measures
Duties
As a Fish and Wildlife Administrator, you will:
Serve as a Fish and Wildlife Administrator and as a senior program lead and/or senior project manager for implementation of fish and wildlife protection, mitigation and enhancement measures.
Serve as a recognized authority in the implementation or development of policy to support fish and wildlife protection, mitigation, and enhancement measures
Initiate, formulate plans, and execute major studies and projects or continuing specialized fish and wildlife protection, mitigation, and enhancement projects.
Make scientifically-based recommendations to management.
Lead BPA personnel in reviewing the technical merits of outside scientific documents.
Represent BPA scientific programmatic positions when attending and participating in site visits and project/program reviews.
Lead development, coordination, and negotiation for both internal and external strategies to address programmatic challenges to effective and timely policy and implementation.
Develop/improve/implement intra- and inter-department mentoring program for newer and/or existing F&W employees with the goal of increased organizational productivity and career development.
Qualifications
BASIC REQUIREMENT
A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position,
--OR--
B. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown above, plus appropriate experience or additional education,
--OR--
C. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.
Specialized Experience for this position is defined as: Experience 1) participating in an organization's fish and wildlife program to ensure compliance with applicable laws, regulations, policies, and mandated requirements for fish protection, mitigation, and enhancement measures; AND 2) coordinating fish culture, habitat improvement, and protection projects to ensure programmatic requirements are satisfied throughout project planning and implementation.
There is no substitution of education for experience at the GS-13 level.
