This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Responsible for the development, evaluation and implementation of strategies for the execution of the following programs: Property Book Office (PBO) operations; Command Equipment Management (EM) Program; Equipment TDA; and Vehicle Fleet Management. Conducts studies of equipment requirements, maintains equipment density, develops utilization factors, and recommends redistribution and/or disposition of equipment. Ensures all property items requiring turn-in/excessing are collected, condition coded, screened through AMC Item Managers, and is redistributed or disposed of in accordance with governing regulatory requirements. Serves as a senior action officer on a multidisciplinary team engaged in planning and execution of logistics projects or studies required to support programs such as Property Book Office (PBO), Equipment Management (EM), and Vehicle Fleet Management. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 2 certification within 24 months of being placed on the position.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Position may require temporary duty (TDY) travel up to 25% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Planning logistics functions (such as: services/operations, advanced concepts, principles/practices/regulations) to ensure integration/coordination into an operational program; (2) Analyzing and/or evaluating the effectiveness/efficiency of logistics programs/operations; and (3) Providing recommendations to improve logistical procedures, policies or issues for logistics programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
