Duties

WHAT IS THE SMALL BUSINESS SELF EMPLOYED DIVISION (SB/SE)? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Small Business Self Employed (SB/SE), SB/SE CAMP COLL, SB/SE CAMP EXAM The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Tax Examining Technician Researches and analyzes each case to determine the scope and nature of the complex interest calculation issues and problems. Researches and resolves the most complex interest calculations which include the net rate interest netting process of overlapping periods of debit and credit interest, and other special situations. Research or reconstruct data completing analysis of the conditions and complicating factors including numerous computational errors, multiple tax years, and multiple adjustment issues to compute complex interest calculations. Prepares appropriate documentation for and inputs adjustments, credit transfers, etc. incorporating computations to initiate resolution of all case issues including tax, penalties and interest. Tax Examining Clerk Reviews information received from taxpayers and/or other sources to determine corrective action. Examines original/other documents for completeness and codex and perfects tax returns and documents for other areas to process. Requests research for missing and unclear information to ensure all material is present to process the work. Computes tax based on information received from taxpayer to ensure proper tax is determined. Identifies questionable entries on tax returns for referral to appropriate area for review. Compiles and maintains functional and/or assigned area records or reports to provide status of work. Tax Examining Technician (Bilingual-Spanish) Analyzes replies to all AUR notices that propose adjustments to income, deductions, payments and/or taxes in which the taxpayer disagrees. Determines acceptability of the taxpayers' explanation of the proposed adjustments and any other issues that arise. Enters data in the automated system to generate notices, issue revised notices, and other letters. Takes appropriate actions to close cases. Examiner may will have written or verbal contact with English and Spanish speaking taxpayers and/or their representatives responding to IRS contacts regarding AUR situations. Analyzes all available information and takes corrective actions, such as, credit transfers requests, re-computes tax, penalty and interest (including restricted interest) and obtains information and explains adjustments, while encouraging compliance, to taxpayers, their POA and third parties. May contact the taxpayer, POA or third party to secure or clarify information. Examiner may work cases through Universal Case View, perform phone duties, access cases from other AUR sites. Additionally, employee may be required to access IDRS using various command codes to view taxpayers' accounts regarding payments received, reviewing transaction codes to determine the status of the case, making account adjustments, and transferring calls to the appropriate area.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the losing date of this announcement: QUALIFICATION REQUIREMENTS: General Experience/ Education GS-04: Applicants must have one of the following to qualify at this grade level: At least twelve (12 months) of general experience. OR Two (2) years of education above the high school level (education may have been obtained in an accredited junior college, college, university, business, secretarial or technical school). OR A combination of education and experience equivalent to one (1) year of general experience. General experience - Must demonstrate progressively responsible clerical, office, or other work that indicates ability to acquire the particular competencies needed to perform the duties of the position to be filled. This may be paid or non-paid experience. Specialized Experience/ Education GS-05: Applicants must meet one of the following: At least one (1) year of specialized experience equivalent to the next lower grade level (GS-04) in the Federal government. Specialized experience is defined as progressively responsible clerical, office, or other work that indicates ability to acquire the particular competencies needed to perform the duties of this position. This may be paid or non-paid experience. Examples of qualifying experience include experience performing a variety of miscellaneous tasks involving researching and processing financial documents, reviewing information and determining corrective action on accounts, researching for missing/unclear accounting information and reviewing financial documents submitted for completeness. OR You may substitute education for specialized experience as follows: A Bachelor's degree or four years of education above high school in any field of study from an accredited business, secretarial or technical school, junior college, college or university. OR Have a combination of education and experience equivalent to one year of specialized experience. Post-high school education must be from an accredited business, secretarial or technical school, junior college, college or university. Specialized Experience GS-06: Applicants must have: At least one (1) year of specialized experience equivalent to the next lower grade level (GS-05) in the Federal government. Specialized experience is defined as progressively responsible clerical, office, or other work that demonstrates the ability to acquire the particular competencies needed to perform the duties of this position. Examples of qualifying experience include, experience dealing with the public analyzing tax or accounting issues. Experience resolving problems, adjusting accounts, and providing information on financial issues. Specialized Experience GS-07: Applicants must have: At least one (1) year of specialized experience equivalent to the next lower grade level (GS-06) in the Federal government. Specialized experience is defined as experience that is related to the work of this position and has provided you with the competencies necessary for successful job performance. Examples of qualifying specialized experience include bookkeeping or accounting duties, working with the public analyzing tax or accounting problems and resolving high-conflict differences through use of established guidelines, dealing with customers in person, in writing or by telephone in a variety of situations that require solicitation of information to identify concerns and offer solutions, interpreting account information to address a variety of issues, guidelines, and past transactions. Specialized Experience GS-08: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. Specialized experience for this position includes: Experience dealing with customers in writing or by telephone in a variety of situations that require solicitation of information to identify concerns and offer solutions. Experience instructing co-workers/subordinates in specific tasks and job techniques, such as identifying the nature and scope of problems or issues, making appropriate adjustments to accounts, and advising customers. Distribute and/or balance workload among workgroup and monitor status and completion of assignments. Experience analyzing and resolving problems, utilizing automated systems to correct and adjust accounts, computing basic and/or complex interest, applying regulations, procedures, established guidelines and controlling/managing an inventory. Experience working and communicating with a team which may include coaching, reviewing work or sharing best practices. Specialized Experience GS-09: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-08 grade level in the Federal service. Specialized experience for this position includes: Experience working/adjusting individual and/or business accounts, applying tax law, regulations, practices, tax forms, notices, bills, and other documents relative to this position. Identifying organizational functions, terminology, quality assurance techniques and reporting requirements to coordinate workflow and resolve related problems; Experience reviewing and applying administrative policies, procedures and functions to provide support for processing the work; Experience identifying the nature and scope of complex problems or issues (e.g., identity theft, manual refunds, carrybacks/forwards) make appropriate adjustments to accounts, and advise the taxpayer/client of options for resolutions; Experience with on-line systems, research materials, technology and tools to resolve complex inquiries/issues. Provide on the job training and/or instructing for employees. BILINGUAL (SPANISH) POSITIONS ONLY: We are filling both English and bilingual (Spanish) vacancies. For the bilingual vacancies, applicants will be required to self-certify proficiency in Spanish and English. You must be able to speak the selected language in order to be considered proficient in that language.
