This position is located in the Department of Veterans Affairs (VA), Durham VA Healthcare System in
Nursing, specifically Ambulatory Care Nursing. This position will be physically located in Croasdaile
Clinic, Durham, NC. This position serves as supervisor of the Phlebotomy team, specimen receiving and
processing.
Duties
SUPERVISORY DUTIES
The incumbent will supervise a work force of at least 12 staff covering 5 geographically separate sites of
care. Supervision of phlebotomy staff is complicated by having the staff, when on duty, widely dispersed
throughout the different clinics when performing phlebotomy duties. Supervised personnel include
phlebotomy staff at the following clinics: Raleigh 1, Raleigh 3, Hillandale 1, Croasdaile, and the Clayton
Clinic. Special added responsibilities include supervision of operations, managing a fluctuating work
force, and matching staffing requirements to changes in workload on a daily and weekly basis for all of
the above sites of care.
The incumbent plans, schedules, assigns, reviews and coordinate the work of subordinate employees;
gives advice, counsel, and instruction to employees on both work and administrative matters; established
performance standards, competency assessment, protocols; evaluating employee work performance;
interviews candidates for positions in the clinic, recommending selections, promotion awards, and
reassignments; hears and resolves minor complaints from employees; refers group grievances and more
serious unresolved complaints to a high level supervisor or manager; effects minor disciplinary measures
such as warning and reprimands and recommends action in more serious cases; identifies and provides
for training needs of staff supervised by establishing and maintaining an on-going training program; finds
way to improve production or increase the quality of work within the area of authority; and has the
responsibility/authority to approve leave within the unit.
The incumbent closely coordinates with and aids the other Medical Technicians in the organization of the
workflow in their respective areas as it relates to specimen procurement, processing, and distribution
activities. Close coordination and cooperation between incumbent and other clinical sections is required
in order to have expeditious, proper, and correct processing of specimens and subsequent timely
generation of reports for patient diagnosis and therapy. Cooperation in close coordination with clinical
staff is essential in having a continuity of core laboratory testing, phlebotomy, and accessioning.
Incumbent solves technical procedural and staffing problems related to blood drawing, specimen
processing, and distribution.
MAJOR DUTIES
Performs a wide variety of tests, procedures, and examinations (ranging for routine through the most
complex) utilizing procedures from several specialty areas of the clinical laboratory. Procedures and
instructions are frequently highly specialized, requiring the technician to perform delicate and exacting
steps when using instrumentation that is considered elaborate and complex. Procedures include studies
of the whole blood, urine, and other body fluids, for microscopic examination.
Factor 1 - Program Scope and Effect
The position provides supervision of the Medical Technicians who work in the off-site labs and involves
the interpretation and execution of specific rules, regulations, directives, or procedures. The work product
or service affects the accuracy, reliability, or acceptability of further processes and patient care services
and patient safety.
Factor 2 - Organizational Setting
This position is a First Line Supervisor. The incumbent reports to and is directly responsible to the Chief
Nurse/Ambulatory Care Nursing who reports to the Associate Director/Patient Care Services/Nursing.
This supervisory position is three levels below the Medical Center Director's position.
Factor 3 - Supervisory and Managerial Authority Exercised
As a Supervisory Medical Technician of the Phlebotomy and Specimen Collection area/lab, the
incumbent has the following authority:
- Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare
schedules for completion of work
- Assign work to subordinates based on priorities, consideration of the difficulty of work and
capabilities of employees

4A - Nature of Contacts
Daily personal and telephonic contacts are with Nursing and Medical personnel, physicians,
nurses, patients, patient's family members, students, and personnel from other service within the
Medical Center.
4B - Purpose of Contacts
Contacts are to obtain compliance with established policies; plan and develop cooperative
progress such as cross training and continuing education; provide technical expertise and
guidance to implement new methods and equipment; resolve technical and personnel problems;
Factor 5 - Difficulty of Typical Work Directed
The incumbent serves as a first line supervisor to two (2) GS-0640-06, Health Technicians and ten (10)
GS-0645-05 Medical Technicians across 5 sites of care.

Qualifications
BASIC REQUIREMENTS.
a. Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, of this part.)
b. Experience and Education
(1) Experience. One year of creditable experience that indicates knowledge of medical terminology and general understanding of health records. Six months of the required one year of creditable experience must have provided the knowledge, skills, and abilities (KSAs) needed to perform Medical Technician work.
OR,
(2) Education. An associate's degree from an accredited college or university recognized by the U.S. Department of Education with a major field of study in health information technology/health information management, or a related degree with a minimum of 12 semester hours in health information technology/health information management (e.g., courses in medical terminology, anatomy and physiology, legal aspects of health care, and introduction to health records).
OR,
(3) Experience/Education Combination. Equivalent combinations of creditable experience and education are qualifying towards meeting basic experience requirements. The following experience and educational/training substitutions are appropriate for combining education and creditable experience:
(a) Six months of creditable experience that indicates knowledge of medical terminology, privacy and release of information, the health record, and one year above high school with a minimum of six semester hours of health information technology/health information management courses.
(b) Six months of creditable experience that indicates knowledge of medical terminology, privacy and release of information, the health record, and successful completion of a course for medical technicians, hospital corpsmen, medical service specialists, or hospital training obtained in a training program given by the Armed Forces or the U.S. Maritime Service under close medical and professional supervision. The training program may be substituted on a month for-month basis for up to six months of experience provided the training program included courses in anatomy and physiology, and health record techniques and procedures.

Physical Requirements: This work is mainly sedentary in an office environment. There is predominately sitting with some periods of walking, standing and bending. Some work may require lifting up to 15 lbs. (boxes, papers, etc.).Work is performed in an adequately lighted and climate-controlled office.
