The Communications Specialist serves as a Visual Information/Media Specialist with responsibility for the design, development, implementation, production, and maintenance of the Aleda Lutz VA Medical Center internet/intranet and SharePoint websites, and a variety of audio-visual equipment, media, and other materials. This position is located in Saginaw, Michigan.
Duties

The work of this position requires a broad knowledge of the principles, regulations, security controls, and techniques for web and medical management.
Duties include but may not be limited to:
Designs, develops, and administers the day-to-day operation of the website for both Internet and Intranet websites.
Coordinates the design and development of complex, high-level multimedia products.
Collects, analyzes, assembles, prepares and disseminates and presents information to customers with varying levels of understanding and differing perspectives.
Creates a variety of materials using computer graphic imaging, digital photography, videography, and multi-media software.
Utilizes automated data processing applications such as desktop publishing, graphics, and social networking technology.
Uses audio-visual techniques to assist in preparation of radio, television, slide show, speech materials, or other methods of communication.
Manages and tracks the library equipment, including audio and video materials.
Ensures all material posted on websites is compliant with federal and VA regulations and requirements.
Provides assistance and support to others in the use of audiovisual equipment, video teleconferencing, and multimedia products.
Organizes and communicates ideas and thoughts effectively through written correspondence and oral presentation.
Participates in market research activities.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicant(s) must meet the following:
TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute.
In addition to the Typing Proficiency, applicants must meet one of the following to qualify:
SPECIALIZED EXPERIENCE: Requires one (1) full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped me with the knowledge, skills, and abilities necessary to perform the duties of this GS-11 Communications Specialist position. Specialized experience includesmaintaining online information such as internet/intranet and SharePoint websites; utilizing a variety of audio-visual equipment, media, and materials; and coordinating the design and development of multi-media products. (Resume must clearly demonstrate this experience to be creditable. We will not make assumptions regarding experience.)
OR-
SUBSTITUTION OF EDUCATION: Successful completion of a Ph.D., or equivalent doctorate degree, or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. from an accredited college or university. This education must have provided the knowledge, skills, and abilities necessary to do the work of this position. (Transcripts Required)
OR-
COMBINATION OF EDUCATION AND EXPERIENCE: An equivalent combination of successfully completed higher level graduate education and specialized experience, as described above, may be used to meet the total qualification requirements. Only graduate education in excess beyond the 2nd year may be used. (Transcripts Required)
