Duties
The primary purpose of this position is: To serve as a manager for airspace procedures for Headquarters, Air Combat Command (ACC) and advisor to the Commander, ACC and HQ ACC Directorate of Operations, Ranges, Airspace, and Airfields Division, on matters pertaining to airspace management. Oversees the management of airspace by 1st Air Force (AF), 8th AF, 9th AF, 12th AF, gained Air National Guard (ANG)/Air Force Reserve Command (AFRC) units and one direct reporting unit. This encompasses operational support for military units in Europe, Canada, Iceland, the United States, Puerto Rico, the Panama Canal Zone, Guam and Japan. Serves as airspace management advisor to the Air Force component of the Joint Forces Command, when activated by the Joint Chiefs of Staff.
Duties:
Reviews existing and proposed airspace procedures to ensure flight patterns, and enroute procedures adequately support all flying units, and assists in the development and/or modification of such procedures as required.
Represents Headquarters ACC and subordinate units at Headquarters Federal Aviation Administration (FAA) and Regional FAA airspace meetings and conferences, conferences hosted by other MAJCOMs, other services, government agencies, state and local entities and international committees.
Evaluates and analyzes Federal Aviation Administration, military or civilian aeronautical proposals, to determine the impact on the DOD mission.
Develops and presents briefings, memos, staff summary sheets, etc.

- TDY is required approximately 25 percent of the time. Travel may be by military and/or commercial aircraft or any other transportation mode determined to be advantageous to the government in performance of official duties.
- The employee must obtain and maintain a Secret clearance.
- This is a Testing Designated Position. The employee is subject to random drug testing.
- This position is not actively engaged in the separation and control of air traffic or in providing preflight, inflight, or airport advisory service to aircraft operations, or is the immediate supervisor of any such employee.
Qualifications
This is a Term position NTE (31 AUG 2024); the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Air Traffic Control Series, 2152.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in providing technical advice, expertise, and staff assistance to the Operations and Plans Divisions, Airfield Operations Flight Commanders; knowledge in a wide variety of substantive matters related to airfields, airports, airspace, ATC policies/procedures, and air movements for all branches of the US DoD; providing assistance in a wide variety of issues involving applications of the airfields and surrounding airspace; Analyzes and evaluates existing, new or revised directives and policies from higher headquarters, FAA, and other agencies (domestic and international) pertaining to airspace management, and ATC issues
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

4. Must posses the skill to direct or conduct unbiased, technical evaluations of air traffic and airspace environments.
5. Skill in written and oral communications to convey Air Force operational requirements to varying audiences.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
