The primary purpose of this position is to serve as a Realty Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.
Duties
Performs developmental assignments.
Performs recurring assignments.
Participates in special initiatives, studies, and projects.
Prepares written correspondence and other documentation.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement..
SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of closing of this announcement, 1 year of specialized experience equivalent to the next lower grade level (GS-05), or equivalent in Federal pay systems. Specialized experience includes knowledge of basic real property principles, concepts, and practices; and ability to understand and apply state and government procedures, and the appropriate statutes and policies.
OR
EDUCATION: I have I have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit copies of your official transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: must have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit copies of your official transcripts.
SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of closing of this announcement, 1 year of specialized experience equivalent to the next lower grade level (GS-09), or equivalent in Federal pay systems. Specialized experience includes knowledge of a wide range of complex real property principles, concepts, and practices; as well as state and local government procedures, and the appropriate statutes and policies; knowledge of property disposal policies and procedures, out grant procedures, local market situations, and required documentation; and knowledge of policies and procedures for real property documentation and records, as well as knowledge of common accounting and data analysis principles.

EDUCATION: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR
COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):
1. Knowledge of basic principles, concepts, and practices of Real Property Management.
2. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Real Property Management.
3. Skill in communicating factual and procedural information clearly, orally and in writing.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work and consult effectively with co-workers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
