Duties

This position serves as a Supervisory Inventory Management Specialist for the Distribution section within the Supply Chain Management Division Service in the VA Health Care System. This position supervises supply technicians, lead supply technicians and supervisory supply technicians over 3 shifts managing consumable medical supplies/equipment used in the healthcare system. This position is recognized as the Commodity Management Division's subject matter expert serving as an advisor and consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on distribution of supplies/ equipment involving concepts, practices, and control. of all Major duties and responsibilities include: Inventory Supply Management: responsible for the distribution, control, and restocking of expendable inventory/equipment; ensures maximum effectiveness of inventory management practices; has oversight and accountability of distribution for the division and other areas the division supports; conducts effectiveness/efficiency reviews; establishes reporting techniques to foresee any potential problems in supply control; plans and directs the distribution management program, to include supply management accountability, and maintaining a quantitative and monetary accountability for all consumable supplies, and purchases from government agencies. Returns, Recalls and Reutilization: manages federal and agency programs for the return and reutilization of medical supplies; ensures compliance and immediate response, participates in root cause analysis process; and serves as the utilization and disposal official for excess consumables Supervision: supervises employees within the Distribution section; makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards; conducts semi-annual and annual performance reviews; assists subordinate staff with performance issues; schedules and grants leave; monitors overtime usage; resolves informal complaints and grievances; develops the ability of subordinate staff; develops individual development plans for professional growth and development; coordinates and integrates various technical units to ensure compliance; conducts on the job training and in service training; and assesses training and educational needs and implements training programs; Work Schedule: Monday-Friday, normal business hours Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Physical Requirements: Day-to-day management is difficult to administer as substantial portion of property assets are located geographically dispersed areas, CBOCs, and other agencies within the catchment area who do not report to the VHA, Logistics operations are housed in various buildings throughout the medical center as well as off-site locations. Special Hazard and Safety Conditions: Supply management operations require special handling, storage, and spill containment procedures and training. Supervision in various work settings includes warehouses, stock rooms, oxygen bulk rooms, operation rooms, and other specialty areas throughout the Medical Center. Manage work around warehouse equipment, carts, or machines. The use of protective clothing or gear such as masks, gowns, safety shoes, goggles, hearing protection, and gloves is frequent. Observation of normal safety practices and observance of the fire regulations is required. Areas of work managed range from extremes of temperature, humidity, and ventilation controlled areas to no environmental controls at all.
