To contribute to the fulfillment of VHA Health Care System's mission and vision by planning, designing, and maintaining a multidisciplinary Compliance Department at the Health Care System, with responsibilities of auditing and monitoring to ensure compliance with policies and laws governing business operations, health information management practices, privacy, research, records management, controlled substance program management, ethics, and business integrity.

Duties

Duties for this position include but are not limited to: Provides reasonable assurance that business operations and health information practices throughout the Health Care System are compliant with applicable standards, rules, and regulations. Corporate Compliance activities will assess the Health Care System's vulnerabilities and underperformance related to compliance and business integrity issues, as well as topics and opportunities relating to the education and training needs of the Health Care System staff Reviews the internal controls in place within any area where a failure has occurred and decides on the unit's ability to prevent additional Compliance operational failures. Provides regular reporting on the implementation and effectiveness of the local Health Care System's Corporate Compliance Programs to the Health Care System Director, Senior Leadership Team, executive committees, and VISN or National program offices. Initiates a Compliance monitoring and auditing plan, with the assistance of other designated personnel from legal, administrative, fiscal and Human Resources Service as needed, for implementation at the facility level. Initiates audit investigations to determine if corrective actions were appropriate. Findings of investigation and response activities, along with associated corrective action plans will be reported to the Integrity and Compliance Committee and Senior-Most Executive for trending and tracking purposes. Provides and management and oversight of the elements of an effective compliance program to include compliance program committee oversight, training and education, auditing and monitoring, risk assessment, open lines of communication, enforcement, recognition, investigation and response. Assists with the establishment of the Compliance Committee with membership including senior-most officers responsible for the facility's business related activities and health information practices, in accordance with CBI Directives and Handbooks. Incumbent has access and authority to review all documents, patient records, and other information that are relevant to compliance activities, including, but not limited to claim submissions, financial reports, external review reports, purchased care reports, communication from first and third-party payers, quality reports, privacy records, reports of investigations, and arrangements with other parties. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and local leadership to develop performance improvement techniques; applying organizational and system-wide strategies for continuous quality improvement; and experience running and supervising an administrative component of a health care system customizing in facility wide performance improvement programs, projects, and products. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
