Duties
As Program Manager – Enterprise Planning and Management (EPM), the incumbent has primary responsibility for providing expert guidance and leadership for EPM related projects. The EPM program will generate data for directional planning, performance management, integrated risk management, budget planning, and budget execution. The position will also assist in coordinating initiatives that have a focus on improving business outcomes and decision making for FSD and the Library of Congress (Library). The Program Manager will conduct research and analysis, evaluate program and operational effectiveness, and recommend and implement changes to improve the operational performance of FSD. The position will consult with stakeholders within FSD and across the agency in order to further organizational goals.
Qualifications
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
Ability to apply knowledge of program management principles, best practices and techniques to successfully plan and manage enterprise wide programs.**
Ability to design and implement a software product in an agile environment.**
Ability to provide program management support.**
Ability to apply a method of prioritization of a backlog in the design and implementation of a software product in an agile environment.**
Ability to build and maintain relationships with individuals from varying backgrounds and levels.
