The primary purpose of this position is to serve as an Administrative Support Assistant in the Cardiology Section of the Medicine Service at the Memphis VA Medical Center. The position is responsible for supporting the day-to-day administrative and clerical operations of the Cardiology section, serving as a member of the cardiology management team.

Duties

Major Duties and Responsibilities include, but may not be limited to: Requires knowledge of the VA and Cardiology section's mission and policies. Requires an in-depth knowledge of management principles and processes as well as the ability to analyze and evaluate methods and techniques needed to run various programs in the cardiology section. Cardiology-specific technical resources include a VA Clinical Assessment Reporting and Tracking (CART) Program, IntelliSpace Cardiovascular (ISCV) multi-modality image and information management, and the MUSE Cardiology Information System (MUSE) to report and track clinical and procedure metrics for generating outcome reports. The incumbent will gather data and/or analyze problems, issues, or program requirements in the cardiology section pertaining to these requests and timely completion of various cardiology consults as it relates to the goal of providing timely care for cardiac patients. The research includes gathering data on all cardiac electrophysiology services for pacemakers, intracardiac cardioverter defibrillators (ICD), cardiac resynchronization therapy (CRT), leadless pacemaker, loop recorders, subcutaneous ICD, cardiac contractility modulation (CCM) and pulse generator replacements. Builds charts and excel spreadsheets to develop recommendations based on the data gathered to improving access by making recommendations such as the creation of cardiac clinics, and redistribution of clinical resources to meet and accommodate the needs of our patients. Collects, organizes, and displays data related to timeliness of care for complex catheter-based ablation procedures for managing tachyarrhythmias, including ablation procedures for supraventricular tachycardias, atrial flutter, atrial fibrillation, and ventricular tachycardia. Tracks and manages data for the Clinical restructuring plan for the cardiology structural heart program as well as the Electrophysiology program. He/She will have assigned initiatives on these projects, preparing reports in various formats such as Word, PowerPoint, and Excel that enable EP, interventional, and structural heart cardiologists to identify potential issues, needs, and opportunities for improvement related to these initiatives. The rapidly evolving cardiac technology and tools requires Contract Officer Representative (COR) for the cardiology section even though the Medicine service has a COR. The incumbent possesses an understanding of cardiology software such as MUSE, CART, & ISCV and the operation of these tools with various cardiac equipment used in the Cardiac Catheterization lab, the electrophysiology lab, the Stress lab, the Echo lab, and the pacemaker clinic. This understanding is required to properly serve as a COR for all cardiology equipment and contract which other CORs in the facility are unable to perform. Uses knowledge and background in cardiology operations when working with various services in the management of said clinical contracts, sharing agreements, MOUs, and IPAs. Administrative duties include the upkeep of administrative continuity books, memorandums, service line agreements, and service policies, preparation of clinic activations, changes, deactivations, and routing of clinic cancellation forms. Collects, submits, and updates clinical on-call rosters in a timely manner. Works independently to control and maintain office and/or information systems such as forms, records, mail distribution, directives or publications, and management systems. Participates in special studies on various subjects, most of which require extensive data gathering and analysis, which may include reviews of various cardiology services and procedures as guided by the National Cardiology Program office for efficiency and effectiveness and status reports dealing with critical operational matters. Serves as alternate administrator for the Talent Management System (TMS). Performs work as the timekeeper. Will be required to submit and post timecards, enter IFCAP requests, be familiar with the VETPRO and credentialing process and documentation and assist providers with requirements, process personnel action paperwork, perform online invoice clerk review process, IT security plans, and assisting staff with other programs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Verifying of information in health care provider files; Maintaining confidentiality of information in accordance with the Privacy Act; Provides quality control checks on data; managing multiple projects and priorities and meets deadlines; using software applications such as word processing and data bases and internet database applications for data entry, file maintenance and data retrieval; and researching reference materials, regulations, and standards to identify appropriate action necessary to correct problems or issues. You will be rated on the following Competencies for this position: Clerical Computer Skills Customer Service Writing Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The incumbent works in an office setting. Duties require sitting, some walking and light lifting of medical records. Incumbent works extensively in the hospital computer system. Physical demands are limited to normal working, carrying of small batches of documents, papers or pieces of equipment and walking between the workstation and other work locations within the medical center. There are no unusual physical requirements.
