The primary purpose of this position is to serve as the Youth Sports Director for a year round diversified recreation youth sports and fitness program for a medium sized base community.

Duties

Organizes, develops, coordinates, plans, administers and implements a moderately large, youth sports and fitness program. Plans, organizes, schedules and promotes recurring and non-recurring activities ensuring maximum effectiveness in attracting participants to program activities. Within established program guidelines, determines the score and variety of offerings considering the interests and abilities of the local youth and the availability of resources/facilities. Exercises supervisory personnel management responsibilities. Ensures functional arrangements, equipment, supplies, etc. Needed for various activities are available, appropriate and in acceptable condition for safe usage. Performs resource and financial management. Prepares, develops, and justifies requirements for appropriated, non-appropriated funds, and commercial sponsorship in support of the Youth Sports Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes interpreting public law related to specific local programs; Understand contract quality assurance, policies, and procedures; Plan, conduct and analyze survey techniques and data; Assist in carrying out continuing recreation projects or programs through application of recreation principles, concepts and techniques to the sports program; Develop synergistic approaches to such factors as: funding, facilities, staff, volunteers, equipment, transportation and other resources; Knowledge of appropriated and non-appropriated fund budget systems and how to prepare, apportion and justify budget submissions; Establish professional and effective working relationship with others. OR EDUCATION: Successfully completed 1 full academic year of graduate level education with a major study in a subject area related to the position, or a bachelor's degree in a subject area related to the position and claim superior academic achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience above may be used to qualify for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles of recreation programming with an emphasis on sports. Ability to plan, evaluate and execute a continuing sports program. Practical knowledge of sports activities and the rules governing the sports. Ability to effectively communicate with widely diverse individuals and groups oral and in writing, in working out solutions to problems or questions related to work. Ability to evaluate and recommend changes to meet the needs of the participants. Ability to handle funds, cash register and general knowledge of cash handling. Ability to establish effective working relationships with others. Ability to develop innovative approaches due to such combinations of factors as limitations in funds, facilities, staff, volunteers, equipment, transportation, and other resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
