The incumbent reports directly to the VISN 20 Network Director and provides oversight of EEO development, administration, evaluation, and advisory functions of the program. The incumbent serves as the principal advisor and expert in Equal Employment Opportunity, Affirmative Employment, the Civil Rights External Programs, Alternative Dispute Resolution (ADR), Reasonable Accommodation and the Minority Veteran Program for the Network Director and the VISN Executive Leadership Team.

Duties

VISN 20 EEO OVERSIGHT/PROGRAM RESPONSIBILITY The VISN 20 EEO Manager is responsible for conducting site visits. They have program responsibility within the network and will be charged with writing policy for other EEO Managers within VISN 20 to follow. Equal employment managers apply managerial and technical equal employment opportunity knowledges and skills sufficient to plan, organize, direct, staff, carry out, and evaluate an equal employment opportunity program that, in addition to meeting basic regulatory requirements, focuses on the solution of systemic problems, elimination of barriers to equal employment including agency management policies and practices, and provision of management advisory and consulting services designed to effect major changes. EEO/REASONABLE ACCOMMODATION Responsible for the oversight, review, monitoring, and evaluation of program activities which include but is not limited to the following: Affirmative Action Plan (AAP), Federal Equal Opportunity Recruitment Program (FEORP), Federal Women's Program (FWP), Hispanic Employment Program (HEP), Handicapped and Disabled Veterans Program (H/DVP), Upward Mobility Program (UMP) and plans to the White House on initiatives to support Historically Black Colleges and Universities (HBCU), Hispanic Serving Institutions (HSIs), Native American Tribal Colleges (NATCs), and the Student Placement Program, and Reasonable Accommodation. The incumbent assists the Office of Resolution Management (ORM) and Administrative Judges with investigations and hearings. In collaboration with the ORM Field Office, the incumbent serves as the local liaison for all aspects of the facility's complaint processing program. The incumbent serves as a technical expert for processing the following federally conducted external complaints in accordance with agency policy; these complaints are not processed by ORM: Section 504 of the Rehabilitation Act of 1972. Age Discrimination Act of 1975. Executive Order 13166. The incumbent assists VHA Central Office Staff with processing the following complaints: Title IX, prohibiting discrimination based on sex in education programs or activities that receive Federal financial assistance. Title VI of Civil Rights Act of 1964. Executive Order 13160. The incumbent ensures that the agency properly investigates EEO complaints, provides documentation to the Office of Regional Counsel to develop the agency defense against allegations of discrimination that will withstand legal challenges, and analyzes all findings of discrimination and provides guidance to medical director to avoid similar action. The incumbent must conduct EEO training, including the prevention of workplace harassment (including sexual harassment) and Reasonable Accommodation, for all managers, and employees. SPECIAL EMPHASIS & MINORITY VETERAN PROGRAMS The incumbent ensures the activities of the approximately seven Special Emphasis Program (SEP) Managers and their respective committees are carried out in accordance with departmental and local policy. The incumbent serves as technical advisor to the facility's EEO Committee and establishes and implements an effective recognition program for those who make a significant contribution to members of the facility's Federal EEO Committee. The incumbent must have the ability to provide sound technical advice to management and employees or applicants regarding human resources management program requirements and issues. The incumbent must establish and maintain effective relationships with, and gain the confidence and cooperation of employees, and managers on complex EEO and Affirmative Employment issues. The incumbent is responsible for the overall Minority Veteran Program, which includes Veteran advocacy and outreach to the five major groups identified by the U.S. Department of Veterans Affairs African American; Asian American and Pacific Islander; Hispanic American; Native American/Alaska Native and Native Hawaiian; and Lesbian, Gay, Bi Sexual, and Transgender (LGBT) Veterans. Serves as the point of contact for the VHA Minority Veteran Program Office and is responsible for meeting the requirements for t heir periodic site visits to the medical center. Work Schedule: Monday - Friday, 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet specialized experience and time-in-grade requirements within 30 days of the closing date of this announcement, 08/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade Gs-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the operating principles of the EEO/Reasonable Accommodation/Minority Veteran Programs to include counseling, the complaint process, the investigative process, the roles of the EEO Committee and Special Emphasis Programs, Reasonable Accommodation process, Minority Veteran Program guidelines, as well as all required plans and reports. Ability to analyze data and manage the EEO / Reasonable Accommodation / Minority Veteran Programs. Ability to develop and implement affirmative action plans, resolve individual and Minority Veteran complaints and problems, and advise managers and supervisors about their responsibilities to ensure effective implementations. Knowledge of the principles of Personnel Management and of Federal Personnel Regulations that provide the basis for recommending changes in employment policies and practices. Knowledge of the cause of barriers to Equal Employment Opportunities and the cause and effects of discriminatory practices against protected classes of individuals. The ability to serve as an expert trainer in the area of EEO. Ability to conduct analysis and evaluate work situations to effectively brief the medical center Director on workable solutions to systematic problems and methods to eliminate barriers. Ability to communicate effectively both verbally and in writing, prepare a variety of reports, and brief supervisors, service chiefs, and management personnel concerning all aspects of the EEO Program. Ability to provide leadership and guidance to committees and Special Emphasis Program Managers. Ability to communicate and empathize with Minority Veteran needs to resolve their issues. Physical Requirements: The regular and recurring work of the position involves sitting at a desk, attending conferences or meetings, and occasional visits to various work sites.
