THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0203-07 HUMAN RESOURCES ASSISTANT (MILITARY) (TITLE 5), Position Description Number T5900500 in SPMD 172D and is part of the MO Directorate of Human Resources.
APPOINTMENT FACTORS: This is an Indefinite Title 5 Excepted Service position. This is a non-bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.
Duties
Provides advice and support to Army National Guard (ARNG) and Air National Guard (ANG) managers, supervisors, and Human Resources Officers on full range of military staffing matters.
Plans and administers the programs for recruitment, appointment, utilization and distribution, and provides technical services regarding staffing of military personnel positions.
Determines minimum qualification requirements in accordance with appropriate regulations.
Develops position announcements, locates position applicants, validates funding and certifies position is valid and vacant.
Develops candidate evaluation criteria and evaluates candidate eligibility, and refers qualified candidates for selection consideration to the nomination/selection board.
Compiles and sends results of nomination/selection board to higher headquarters for review.
Notifies candidates of the results of their application.
Establishes rating and ranking boards and serves as an advisor to or a member of the board.
Maintains necessary documents associated with recruitment and placement priority lists for over graded Active Guard Reserve (AGR) personnel.
Uses a variety of authorization documents, regulations, and guides in determining positions to be filled and procedures to be followed in staffing positions.
Coordinates with higher headquarters for re-documentation of positions.
Validates staffing guide requirements to the Modification Table of Organizations and Equipment (MTOE) changes.
Develops staffing guide requirements for new units.
Gathers information for force structure reorganization based on projected mission and/or organizational changes for formulation of future staffing plan.
Accumulates and analyzes statistics concerning staffing functions such as turnover, resignations, minority hire rates, promotions, hiring lag time, etc.
Conducts exit interviews or surveys to identify potential program or management deficiencies.
Develops localized AGR job standards in addition to Military Occupational Specialty (MOS) and Air Force Specialty Code (AFSC) local regulatory guidance.
Provides advice to management and is responsible for all actions associated with AGR military compatibility.
Coordinates with appropriate Human Resources Specialist regarding issues on restoration following AGR tours, probationary periods, and priority placement programs.
Performs other duties as assigned.
Requirements
- Management has the right to convert this position to permanent status without re-advertising.
- Employment can be terminated with a 30 day notice.
- In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
- United States Citizenship is required.
- Federal employment suitability as determined by a background investigation.
- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.
- Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
Qualifications
GS-07 SPECIALIZED EXPERIENCE: Must possess at least 1 year of specialized experience equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector that has equipped you with the particular competencies needed to successfully perform the duties of this position such as applying a standard body of military personnel duties, regulations, procedures and operations sufficient to process and/or review a variety of military personnel actions/transactions; reviewing and processing military personnel actions to determine if requested action is substantiated by the documentation submitted; and skill in compiling information and preparing technical reports and correspondence.
Education
This job does not have a qualification requirement that allows substitution of education for specialized experience.
