Serves as Deputy Chief (Physician-Psychiatrist), Mental Health Service Line (MHSL) and has programmatic responsibilities for the delivery of mental health services at all sites of care. The incumbent reports to the Chief of the MHSL for all clinical, administrative, and quality performance matters.

Duties

Administrative (Management) Responsibilities: The Deputy Chief, Mental Health Service Line (MHSL), is a position that provides support to the Chief, MHSL in all areas of management, leadership and oversight of mental health clinical, educational, and research activities at the Atlanta VAHCS. The incumbent is a key member of the organization's clinical leadership team and reports directly to the MHSL Chief. The incumbent ensures observance of federal, national, and local regulatory policy and accreditation requirements governing the medical center. The incumbent is responsible for supporting strategic planning, budget oversight, staff recruitment and management, and quality assurance. The Deputy Chief, MHSL functions as a liaison to the Chief, MHSL for Education and affiliated health professional schools for undergraduate and graduate education issues. Incumbent ensures that mental health practitioners demonstrate effectiveness in teaching and complies with the necessary trainee supervision requirements. The Deputy Chief MHSL also functions as a liaison to the Chief, MHSL for research, in order to facilitate research grants and expand research opportunities and initiatives. The Deputy Chief, MHSL is expected to maintain all necessary credentials in his/her respective discipline in order to provide clinical care. The Deputy Chief, MHSL position is responsible for assisting the Chief in planning, organizing, developing, implementing, coordinating, and refining a comprehensive patient management/clinical support/administrative program which provides services and technical counsel necessary to meet clinical, procedural, legal and administrative requirements relating to the care and treatment of inpatients and outpatients. Incumbent provides a climate in which clinicians can care for patients with an awareness of administrative implications of his/her actions, without feeling he/she is working under unnecessary constraints. Expertise along broad clinical and administrative levels is required to meet the needs of this large, complex patient population, and to integrate Service Line functions with those of other Service Lines, as well as with other VA entities within and outside the local Veterans Integrated Service Network (VISN). Incumbent will contribute to implementing VA Central Office, VISN, and local policies and regulations governing broad administrative aspects of the medical center. In order to implement the policies, incumbent must have skills in management theory, cost-benefit analysis, data gathering and statistical analysis. Other key duties and responsibilities: Serves on a variety of medical center planning committees, advisory groups and chartered action teams. Oversees clinical and administrative performance measures. Assists with service line strategic planning, budget and resource management. Assist with developing formal, systematic improvement plans for quality measures, access and medical services delivery. Supports liaison with affiliated schools regarding medical teaching issues and provider appointments. Oversees the establishment of program monitors and outcome measurements using programs using data-driven quality assurance processes. Assures all Mental Health programs are compliant with applicable Federal and State laws. Oversees the management of Veteran complaints and issues. Contributes to the development of program goals and objectives to meet VHA Mental Health requirements. Participates in performance appraisals of staff and addresses disciplinary issues. Participates in clinical teaching. Assists in overseeing appropriate training related to MH issues is completed for all Atlanta VAHCS staff involved in patient care activities. Contributes to the development of Mental Health Service policies and procedures consistent with VA Directives, as well as VA required accreditation by the Joint Commission, CARF and other MH accrediting organizations. Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Physicians appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. ? 7402(d) and 7407(d). Education. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Licensure and Registration. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR (2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Preferred Experience: Board certified or board eligible in Psychiatry. Prior medical teaching experience is desirable. Prior professional experience demonstrating the ability to effectively supervise and manage an interdisciplinary professional staff in order to provide efficient and effective mental health services to a wide range of patients. Prior professional experience demonstrating skill in interpersonal relationships including conflict resolution and ability to work collaboratively with supervisors and managers across units within mental and across service lines within a medical facility. Prior professional experience demonstrating knowledge of the goals and objectives of the Department of Veterans Affairs and the ability to effectively communicate these goals to staff and to implement processes that support these goals. Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
