The primary purpose of the Ambulatory Care Operations Director-Group Practice Manager is to provide oversight, administrative management, of all ambulatory care services in the VAMC and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable. The ACOD-GPM is responsible for primary care, mental health, specialty care, and ambulatory surgery clinics oversight and integration into an efficient Clinic Practice Management model.
Duties
Major duties include, but are not limited to the following:
National Program Responsibilities
Work with the National Program Office, in collaboration with VAMC Service Lines, to review and develop national guidance and policies that will facilitate standardized processes. Review and provide input on nationally issued regulations and policies for VA-wide implementation, utilizing local ACOD-GPMs and communication strategies. Works as part of a national group of ACOD-GPMs to ensure a wide range of local factors are considered in the development of national policies and procedures. Review and evaluate local processes and procedures to determine areas of effectiveness, efficiency, and improvement. Interface with the national access leadership to evaluate and incorporate best practices to improve patient access to care and ensure that standards set are met locally. As appropriate, mentoring other ACOD-GPMs may be required within and outside of networks.
Veteran Experience Responsibilities:
Develop and implement systems in Ambulatory Care that prioritize the Veteran and their values and partners with them to optimize health and well-being. Deliver exceptional Veteran Experience across all aspects of Ambulatory Care practice management. While the Veteran Experience is defined according to each person's values, the goal is to ensure that every encounter with a Veteran and/or a Veteran's family members is positive. Every interaction should intentionally and appropriately address the patient's physical, intellectual, social, spiritual and emotional needs. Work within the framework established by My-VA and the Office of Patient Centered Care and Cultural Transformation to drive all aspects of Veteran Experience. Proactively develop systems and approaches that engage and partner with Veterans in the design and delivery of Ambulatory Care Practice Management and services. Collaborate with other staff involved in Veteran Experience efforts in the facility, to ensure the identification and resolution of systems issues. Work with Veteran Experience Advocates (i.e., Patient Advocate and Veteran Experience Specialist) to ensure timely resolution of patient concerns as close to the patient experience as feasible (i.e., use of service level advocates).
Programmatic Oversight
Lead program planning and execution for VHA-approved program of clinic practice management at the VAMC level. Build local program to implement all national guidance. Oversee execution as primary agent for VAMC leadership. Oversee daily work for all ambulatory care Medical Support Assistants, Administrative Leads, Primary Care Management Module coordinators, and data analysts. Determine the standard process for which the Associate ACOD-GPMs and analytics staff will operate. Function independently by applying the national guidelines provided by the VISN ACOD-GPM. Make final determination on the most complex cases brought forward by the Associate ACOD-GPMs. Maintain overall programmatic responsibility for the efficient operation of the program. Ensure team members are utilized to the highest level of the license.
Budget Guidance and Approval
Develop and maintain annual budget plan and staffing plans for outpatient care. Make recommendations to VAMC leadership regarding allocation of resources, including decisions regarding use of VACAA and non-VA community care options. Develop, implement, monitor, and adjust plans to effectively and cost-efficiently accomplish the mission within budgetary constraints. Performs cost analysis and cost effectiveness studies in order to determine make/buy decisions to address gaps.
Office Program Planning Work
Provide administrative management for ambulatory care clinical support services. This may include interpreting policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to executive leadership on related issues. Act as the expert on policies and requirements for ambulatory care clinical support and administrative services. Evaluate and monitor administrative activities and make substantive recommendations for program improvements.

Candidates must meet the following Individual Occupational Requirement: Candidates must meet the following minimum qualifications of the 0671 Health System Administration Series.
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Must upload transcripts)
OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR,
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the Individual Occupational Requirement candidates must also meet the following specialized experience:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Perform quantitative and qualitative analysis to measure efficiency and productivity of administrative and clinical services, to include cost benefit analysis; plan, organize, and direct team study work, and effectively conduct critical negotiations with management; develop reports, business plans and presentations for a healthcare system; present ideas, concepts, methods, analyses, evaluations, and recommendations in a lucid, logical and convincing manner, either by oral or written means; analyze and recommend solutions to problems that arise in a medical center. Exceptional experience is expected with the following: Power BI, CPRS, VISTA, and VSSC.
There is no educational substitution for the GS-13 level.
