Major duties and responsibilities include:
Ordering, checking, storing, delivering, prepackaging, wrapping (for mailing), and preparing for dispensing, medications and supplies
Provide inventory control for all items of medication, chemicals, medical supplies, and other supplies provided by Pharmacy Service to inpatients and outpatients. Incumbent routinely must make decisions as to what drugs and quantities of drugs to order to 1) assure continuous therapy and 2) stay within assigned budgetary limits.
Maintain adequate inventories of all items. Determine procurement source for each item on inventory and maintain current status of items ordered, due in, on backorder, etc.
Instruct or coordinate on-the-job training for subordinates in specific tasks and work techniques. Specific tasks include, but are not limited to, the following: correct storage of drug inventories, including stock rotation principles, temperature requirements, light sensitivities, and inventory arrangements in the two existing pharmacy areas.
Maintain a current knowledge in order to answer employee questions dealing with policies, procedures, directives, etc.
Report to Pharmacy supervisors on performance of technicians assigned to "receiving' duties.
Initiate orders to Supply Service for procurement of drugs, chemicals, medical and ostomy supplies, and in? department supplies.
Consult with drug manufacturers and suppliers' representatives, A&MM personnel, Pharmacy and procurement personnel of community hospitals concerning back orders, partial shipments, delayed shipments, tentative arrival/action dates, borrow/loan of drugs and other problems concerning drug orders.
Places phone orders directly with vendors for high volume/use items.
Establish and maintain an up-to-date listing of product availability according to various branches of procurement.
Provides instructions concerning Pharmacy Service procurement procedures, applicable VA supply procedures to staff pharmacists, trainees, VA pharmacists from other stations, and pharmacy college students serving in the department as externs, interns, or clinical clerks.
Purchase cardholder and complies with all acquisition regulations, both Federal, VA, and local to include 8A, small business, Javis Wagner O 'Day Act, and mandato1y sources. In addition:
Conducts or ensures required market research to initiate the procurement action utilizing the business targeted by the socioeconomic goal categories with special emphasis on veterans-owned small business, service-disabled veteran-owned small business, but also includes other small business, small disadvantaged business, 8(a) businesses, woman-owned small businesses, and HUB-Zone businesses.
Makes individual purchases not exceeding $3,000 unless specifically authorized to do so by VISN Chief Logistics Officer/Head of Contracting. Reconciles purchase card charges within the established time limits in accordance with VHA Handbook 1730.1 dated 27 August 2008.
Resolves disputes of unknown or incorrect charges also within the established time limits.
Cardholder must leave all charges reconciled prior to taking annual leave or traveling for more than seven calendar days.
Provides approving official with all pertinent purchase card documents for approval by the same and maintains documentation as required.
Inputting order into IFCAP Purchase Card Menu, prior to purchase or within I workday of purchase.
Work Schedule: 7:30 am - 4:00 pm; Monday - Friday

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
Education or Experience: A high school diploma or equivalent; or at least 3 months experience.
Certification: Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-07 Pharmacy Technician:
Experience. The candidate must have at least one year experience at the next lower level equivalent to the GS-06 grade level, and must fully meet the KSAs at the next lower level.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
Ability to evaluate, analyze workflow, and coordinate work activities.
Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes.
Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff
Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment.
Comprehensive knowledge of the procurement and formulary process.
Comprehensive knowledge of investigational drug policies and procedures.
Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures.
Comprehensive knowledge of, and ability to, analyze data in VA information systems.

The full performance level of this vacancy is GS-07.
Physical Requirements: Duties may require sitting, walking, bending, stooping, or kneeling for extended periods of time. Ability to lift/push/pull light loads, carts weighing 40 pounds or more. Ability for rapid mental and muscular coordination. Normal range for hearing and vision.
