The primary purpose of this position is to review multi-year agency-wide acquisitions that exceed 50 million to ensure conformance with applicable laws, regulations and directives, which reflect sound business judgement and practices.
Duties
Analyzes and evaluates cost and pricing data to determine price reasonableness for major acquisitions with limited precedent data available.
Act as the planning, evaluation, and scheduling focal point for price negotiation involved in the most complex major weapons systems procurement.
Act as a highly specialized troubleshooter to assist program offices, field agencies, ASC, or higher headquarters management to resolve difficult problems of broad impact encountered with major system contractors that are unable to be resolved by lower level/other agency personnel.
Plans, formulates, and makes formal presentations to explain and justify the pricing aspects of the LCMC positions on specific major cost/price proposals to various levels or management up to and including the Secretary level of the Air Force and OSD.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, DoD Instruction (DoDI) 5000.66, Defense Acquisition Work force Education, Training, Experience, and Career Development.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Have successfully completed: a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit a copy of your transcripts.
OR
A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) in an Executive Department on or before 30 September 2000; 2) served in an 1102 position or as a Service member in a similar occupational specialty on or before 30 September 2000; OR, 3) is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DOD as an 1102.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Specialized experience is experience which includes dealing with problems arising during the preaward or postaward phases of the procurement action; independently plan and carry out the work, selecting the approaches and techniques to be used; recommend or develop new guides or procedures when problems reveal that guidelines are lacking or inadequate; independently determine actions to be taken on assigned contracts; use judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of Federal, DoD, USAF, and state government, and local-specific guidelines and business practices, including: Statues, regulations, policies, and procedures, and the different contract types and methods of payment.
2. Expert knowledge of assigned contracting and procurement specializations and applicable contract types.
3. Considerable knowledge of business practices and market conditions applicable to acquisition requirements.
4. Knowledge of computer applications such as Microsoft Word, Excel, and Power Point.
5. Skill in written and oral communication.
6. Ability to recognize and analyze problems, conduct research, summarize results, provide alternatives, and make appropriate recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
