This position serves as Section Chief within the Business Development Service Line for the Cheyenne VA Health Care system and is responsible for providing a high level of administrative support to the service, leadership and clinical services.

Duties

The Supervisory Medical Administration Specialist organizationally reports to the Deputy Chief of the Business Office, serving as Acting Deputy Chief in their absence, and is the on-site leader of all service line operations for the Loveland VA Community Based Outpatient Clinic and the Northern Colorado VA Community Based Outpatient Clinic. Responsibilities and duties include, but are not limited to: Manage and lead the programs and staff related to the Radiology, Primary Care (PACT) areas, Mental Health, Rehab/PT, Specialty Care Clinic areas, Call Center and Community Care. Ensure staff are properly trained on the requirements of VHA Scheduling Directives. Coordinate and support mechanisms for successful data entry, validation, management of access, clinic grids to accomplish virtual modalities call center metrics and Community Care functions. Ensure accurate, timely and consistent data is validated after entry into the Medical Center database. Provide the vision for development of monitors in measuring all data input. Establish and coordinate in-depth training with Trainers to ensure that the BDSL and other identified Medical Center staff are educated and accountable for data management and for scheduling accuracy, data capture, patient preferences, Consult Tools including CTM and the Consult Tool Box (CTB) and clinic grid management. Monitor open consults, orders, new enrollee requests and access in the community to manage scheduling process to meet legal requirements. Monitors virtual requests and telecommunication methods for providing care through telehealth or other virtual modalities. Coordinate the collection of data concerning patient care activities; make computations as required and reports monthly, quarterly or annually to management. Involved in an extremely complex blend of computing technology, medical information, communication skills and leadership qualities in a rapidly changing environment. Maintain contact with clinical personnel and other staff in various clinic settings to resolve delays and misunderstandings in the medical administrative aspects of providing medical care. Investigates patient complaints on eligibility issues and prepares written response. Assists in orienting and advising providers on VA regulations, policies and procedures on patient care medical administration matters and serves as a Team Advocate when current policies impair efficient and effective patient care. Assist the clinical Service Chiefs in the development of policies and procedures for workload management. Analyze, interpret and implement regulations accurately to reflect current operating procedures and is familiar with precedents concerning changes in regulations or policies. Apply an extensive knowledge of various VA directives, Healthcare System policies and publications pertinent to patient care including community care eligibilities and the priorities associated to them. Oversees scheduling and authorizations for the Community Care Program. Set employee performance standards, evaluations, initiate action on disciplinary matters, awards, labor relations, approval of leave and work schedules. Responsible for leave administration, incentive awards programs, motivation and morale, administrative disciplinary actions, recruitment and placement, position management and classification, preparing position descriptions, overseeing semiannual and annual evaluations,counseling employees whose performance is marginal or unsatisfactory and implementing continuing education activities. Responsible for ensuring policy adherence, task reviews, delegation of work developing and managing databases necessary for tracking participation and making recommendations as to funding and policy issues based upon the information collected. Inspects work area for physical hazards/unsafe conditions and takes corrective actions immediately, keeping supervisor and service chief informed. Collaborate with leadership to provide input, ideas or changes to improve processes. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. GS-11 Work Schedule: Monday - Friday 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of specialized experience would typically include, but are not limited to: .comprehensive knowledge/experience of pertinent laws, regulations, policies, guidelines and procedures in both inpatient/outpatient patient administration, medical records and medical administration; knowledge of computer spreadsheets, database computer applications, etc. to produce and maintain a variety of documents; knowledge of statistical analytical principles and computer literacy of the degree that program systems are developed and data entry and reports retrieval can be made; ability to plan effectively, have sound fundamental knowledge or organizational theory and practice; thorough knowledge of the organizational and interdepartmental relationships in an active medical center; ability to demonstrate awareness and appreciation for the pressures and demands of the position and deal effectively with responsibilities; ability to maintain cooperative, effective relationships with a wide variety of individuals; thorough knowledge of VistA and related computer modules necessary to manage, control, secure, coordinate and implement computer activities; skill to manage with a high degree of aptitude in oral presentation, written communications and sound mathematical base to perform assignments; ability to effectively teach, train and orient other staff to data validation methods and monitoring systems; ability to analyze and validate reports of data, workload and funding, etc.; knowledge of laws and regulations in regard to combat Veterans and their eligibility. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level (more than the first year or 18 semester hours) to meet total experience requirements.
