This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Local Recovery Coordinator's (LRC) mostly functions as a champion and advocate for the Recovery Model and serves as the Recovery Consultant to the Associate Chief of Staff for Mental Health (ACOS/MH), program managers, and mental health (MH) and Medical Center staff, for recovery and implementation of recovery-oriented services. The LRC also provides general and/or recovery focused clinical psychological service. ADMINSTRATIVE DUTIES: (75% time) The incumbent functions as the Local Recovery Coordinator (LRC) which is located within the Psychology Service in the Mental Health Service Line. The LRC will: Function as the champion and advocate for the Recovery Model; Serve as a recovery ombudsman to the ACOS/MH, program managers, and mental health (MH) staff on recovery and implementation of recovery-oriented services; Assist the National Recovery Coordinator (NRC) in implementing policies and procedures; Be responsible for implementing and monitoring directives, policies, measures, or other requirements required by VACO regarding Seriously Mentally Ill (SMI) and submitting required documentation requested timely; Be responsible for organizing the required yearly Mental Health Summit; Organize and submit recommendations for implementation of recovery-oriented services and the process of recovery from mental illness at the Facility; Implement measures, with guidance from the NRC, to assess recovery policy and procedure adherence, as well as assess the extent that the recovery model is embodied in MH programs; Meet all standards and measures for the Facility as defined and required by VA, NCR and accrediting agencies relative to the LRC; Provide education, understanding of, support, and promotion for implementing recovery principles and recovery-oriented services in MH programs which includes educating Veterans, their families and/or social supports, providers, and other relevant community agencies and facilities who are engaged in providing services to Veterans; Serve as a consultant to MH programs and recovering Veterans in developing peer-support groups, consumer counseling, and consumer operated services, as per local needs and resources (When available, community resources should be utilized); Be responsible for coordinating the evaluation of recovery implementation at the facility and reporting results to the NRC; Will serve as the MH Liaison to the facility Consumer Advocacy Council; Will provide other duties as assigned and/or following VA, VISN and/or Facility directives as required by the LRC. CLINICAL RESPONSIBILITIES: (20% time) As a clinical psychologist, the LRC: Provides comprehensive psychosocial assessments and treatment for Veterans with serious mental illness referred to recovery services; Reviews all subjective and objective data; assesses high risk factors; provides a clinical assessment; determines a treatment plan for the Veteran based on acuity and need for and type of recovery services and/or psychotherapy recommended; Determines the probability of such recovery focused interventions being effective for a Veteran; and provides a full range of therapeutic interventions including individual, couple/family, and group psychotherapies; psycho-educational groups; and case management; Consults with and serves as a resource for other Medical Center staff regarding the need for and development of recovery-oriented services, specific case conceptualization, treatment planning, and utilization of evidenced-based treatments and clinical practice guidelines; Consults with other specialists in planning recovery treatment for Veterans with co-morbidities; Maintains comprehensive documentation in the electronic medical record as indicated; Adheres to patient rights and patient advocacy responsibilities; Provides education services to Veterans and families and/or significant others; As a clinical psychologist, the LRC adheres to HIPPA, privacy regulations and VHA Directives related to release of information; and Is responsible for completion of all appropriate clinical reminders for patients under his/her care, and performance measures assigned to the Service. Qualifications

BASIC REQUIREMENTS. The basic requirements for employment as a VHA psychologist are prescribed by Public Law 96-151 codified in 38 U.S.C. ? 7402. To qualify for appointment, all applicants for the position of psychologist in VHA must meet the following: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3.g, this part.) Education. Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. OR Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. OR Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. AND Internships. Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre 1979) are considered to be acceptable in fulfillment of the internship requirement; OR Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.) Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Exception. Non-licensed applicants who otherwise meet the eligibility requirements may be given a temporary appointment as a "graduate psychologist" at the GS-11 or GS-12 grade under the authority of 38 U.S.C. ? 7405 [(c)(2)(B)] for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment. GRADE REQUIREMENTS Quality of Experience. Experience is only creditable if it is post-doctoral experience as a professional psychologist directly related to the duties to be performed. Qualifying experience must also be at a level comparable to or exceeding professional psychology experience at the next lower level. Part-time Experience. Part-time experience is creditable according to its relationship to a full time workweek. For example, a psychologist employed 20 hours per week, or on a half time basis, would receive one full-time workweek of credit for each two weeks of service. Post-Doctoral Degree Fellowships. Postdoctoral fellowships or residencies are training programs in an advanced area of clinical practice. Training as a fellow or resident is considered to be creditable experience on a year-for-year basis. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates: Staff Psychologist, GS-11 (Entry Level) (a) Experience. None beyond the basic requirements. (b) Assignment. Staff psychologists at this level diagnose mental disorders, conduct psychological or neuropsychological assessments, treat mental disorders through a variety of modalities, provide adjunctive interventions for treatment of medical disorders, and may conduct research. They may be assigned to any program area. Psychologists who are not licensed must practice under the close supervision of a licensed psychologist. Staff Psychologist, GS-12 (Developmental Level) (a) Experience. At least one year of experience as a professional psychologist equivalent to the next lower grade level (GS-11). Psychologists who are not licensed must practice under the supervision of a licensed psychologist but with less intense supervision than at the GS-11 grade level. (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: 1. Knowledge of and ability to apply a wide range of professional psychological treatments or assessment methods to a variety of patient populations. 2. Ability to design and implement effective treatment strategies. 3. Ability to incorporate new clinical procedures. 4. Ability to conduct research activities, such as designing and implementing clinical research projects (staff psychologists with specified research job duties). 5. Ability to perform basic research tasks of scholarship and research execution within the context of an established research team, including research participant relations, research documentation, data acquisition, maintenance, and collaboration. Staff Psychologist, GS-13 (Full Performance, Level) (a) Experience. At least two years of experience as a professional psychologist, with at least one year equivalent to the GS-12 grade level. (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: 1. Knowledge of, and ability to apply, professional psychological treatments to the full range of patient populations. 2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health. 3. Knowledge of clinical research literature.
