This position is located in Yosemite National Park, in the Facilities Management Division, Design and Engineering Branch.

Duties
The following special or additional competencies or special qualifications are needed for this position.
Serve as Design and Engineering Branch Chief and Supervisor.
Supervise, direct, provide technical advice to, and assign work to coordinate work of Engineers, Architect, Surveyor, and Administrative personnel. These personnel are engaged in design and construction project management, oversight to parkwide survey and basemap data.
Serve as Lead Civil Engineer and Contracting Officer's Representative Level II (COR II) in the Design & Engineering Branch.
Responsible for Project Management and Program Coordination; develops and implements Design & Engineering Branch projects, including compliance aspects, and coordinates the Repair Rehab Program.
Responsible for Financial Management; develops and manages Design and Engineering Branch budget annually and with multi-year programs and projects.
The following special or additional competencies or special qualifications are needed for this position:
This position requires a current, active, valid Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. NOTE: must provide copy of license.
Must obtain and maintain a Contracting Officer's Representative (COR) Level II certificate within the first year of employment (EOD).
Proficiency in AutoCAD at the professional level.
Qualifications
All qualifications must be met by the closing date of this announcement-09/01/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify, you must meet all three of the following requirements (1) basic education, (2) specialized experience AND (3) professional licensure as listed below by close of the announcement:
(1) BASIC EDUCATION: You must possess one of the following:
A. Degree: You must possess a degree in professional engineering. To be acceptable, the program must: (1) lead to a Bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. YOU MUST INCLUDE TRANSCRIPTS

B. Possess a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by the following:
1. Professional Registration - Current registration as an as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or the written test required for professional engineering registration.3. Specified Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in "A" above: i.e., differential and integral calculus and courses in five of the seven areas of engineering science or physics as listed under "A" of the basic requirements above as (a) through (g). The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in "A" above; or4. Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided you also have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. YOU MUST INCLUDE TRANSCRIPTS.
-AND-
(2) SPECIALIZED EXPERIENCE: At least one full year of specialized experience equivalent to the GS-12 grade level in federal service performing professional engineering. Examples of Professional Civil Engineering experience includes serving as a senior staff specialist performing engineering work in construction and maintenance programs for roads, bridges, major structures, buildings, facilities, etc.; designing, preparation and reviewing of project plans, specifications, and scopes of work; establish inspection requirements and perform site surveys/inspections; overseeing engineering projects and providing engineering expertise and technical guidance on relevant topics.

(3) LICENSURE: You must hold a valid Professional Engineering License issuedby any State, the District of Columbia, Guam, or Puerto Rico. You have to submit a copy with your application package.

Education
There is no substitution of education for experience at the grade level(s) of this announcement.
