The Physical Therapy Supervisor is responsible for the supervision, administrative management and direction of physical therapy staff as it relates to the mission of the Greater Los Angeles Health Care System (GLAHCS). This position is located in the Physical Medicine and Rehabilitation Services (PMRS) division of the hospital, general physical location of building 500 and related Community Based Outpatient Clinics. The incumbent reports directly to the PMRS Program Manager.

Duties

Duties include but are not limited to: The incumbent has full supervisory responsibility over the outpatient Physical Therapists, Physical Therapy Assistants, Exercise Physiologist, and support staff, and works closely with the Rehabilitation Services Program Manager, to ensure the clinical and administrative appropriateness of services delivered. The incumbent functions as a liaison officer between the Rehabilitation program and other services, and is frequently assigned to special projects, ad hoc committees and station councils and task forces as chairperson or member. At times, the incumbent may represent the Rehabilitation Services Program Manager at meetings involving administrative matters and commits the service to actions and deadlines. The incumbent has the ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems within Rehabilitation services. The incumbent is required to provide overall clinical supervision that assures the proper coordination and delivery of care within the Rehabilitation section and the facility at large. The incumbent demonstrates a great deal of autonomy in performing supervisory responsibilities that include, but are not limited to assigning work to employees, monitoring workload and clinical volume, reviewing work of employees to assure accuracy and validity of submissions, assuring adequate clinical staffing, imposing disciplinary measures, monitoring clinical privileges, advancing VA initiatives such as Own the Moment, High Reliability Organization, Innovation, Process Improvement and meeting timelines for assigned project work. The incumbent is responsible for maintaining and facilitating working relationships between other clinical and administrative services within the facility as well as physicians, medical staff and the Physical Medicine and Rehabilitation Services employees. The incumbent must possess managerial skills to write summaries, reports, position papers and issue papers on topics concerning the rehabilitation program. Responsibilities include making recommendations for selection, promotion and reassignment of personnel within the Physical Medicine and Rehabilitation Services program. Responsible for recommendation to the program manager for awards for personnel and changes in position classification subject to approval by higher-level officials. Collaborates with the Physical Medicine and Rehabilitation Manager to coordinate staff rotations, staff development activities and committee assignments. Coordinates and resolves problems of an unusual or difficult nature, in collaboration with the Rehabilitation Services Program Manager and/or Service Chief. Has skill in interpersonal relationships and conflict resolution. Has knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, insure accountability, and maintain effective labor management relations within scope of responsibility. Participates with in labor-management matters concerning individual areas as needed. The incumbent works closely with the Rehabilitation Services Program Manager and/or Service Chief to analyze and prioritize the best overall long and short range goals of the Rehabilitation program. With the program manager, develops and initiates policies and programs to meet the changing requirements. Has the ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and experience: The individual must meet at least one of the requirements below: Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. Doctorate degree in physical therapy. NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org. Licensure: Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Non-licensed PTs, who otherwise meet the basic requirements in this standard, may be given a temporary appointment as a graduate PT at the GS-11 grade level under the authority of 38 U.S.C. 7405 (a)(1)(D) for a period not-to-exceed two years from the date of employment on the condition that such PT provide care only under the supervision of a PT who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment. English Language Proficiency: Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All licensed PTs employed in VHA on the effective date February 7, 2019 are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the Grade Determinations: GS-13 Experience: In addition to meeting the basic requirements, candidate must posses one year of progressively complex experience equivalent to the GS-12 grade level. AND Applicant must meet the knowledge, skills, and abilities listed below: 1. Knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff PTs within the department. 2. Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility. 3. Ability to effectively supervise, direct, and manage a diverse physical therapy staff. 4. Skill in forging positive interpersonal relationships and conflict resolution. 5. Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section. 6. Ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems. 7. Ability to manage advocacy roles and planning activities within the VA and the greater rehabilitation community. References: VA HANDBOOK 5005/99 PART II APPENDIX G12 The full performance level of this vacancy is GS-13. Physical Requirements: Regular and recurring physical exertion in standing, walking, bending, reaching, and sitting should be anticipated routinely. Light to heavy lifting may be required at times. Work discharge may require physical health, unhindered use of arms and legs, and good visual and auditory acuity.
