About the Position: Serves as the Supervisory Physical Security Specialist with the Directorate of Emergency Services at Fort Belvoir, VA. Incumbent will develop policy and guidance for the Installation Physical Security Program.

Duties

Prepares, maintains and updates the arms, ammunition and explosives and physical security plans. Plans, formulates, and coordinates all matters pertaining to the protection and security of personnel, property and material. Conducts analysis of installation physical security plans and survey reports, for compliance with existing policies and procedures. Provides written technical guidance to be issued as Garrison directives and policy for the Physical Security Program. Provides physical security support for the host, tenants, and general grade level headquarters, and other senior staff activities. Reviews major construction and renovation projects to ensure physical security requirements are met. Directs work and monitors the performance of employees in accomplishing the assigned workload. Develops and implements the physical security portion of the Garrison Anti-Terrorism/Force Protection (AT/FP) program. Develops physical security education and training programs. Performs staff visits to garrison activities, providing guidance on policy and ensuring the objectives of the installation physical security program are met.

Requirements

  • Must complete Physical Security certification training within 12 months of employment.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a TOP SECRET clearance.
  • May be required to work evenings, weekends, holidays and on-call schedule based on mission requirements.
  • Must complete a supervisory probationary period of 52 weeks.
  • This a drug testing designated position (TDP), subject to initial urinalysis and annual, thereafter.
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Must be able to obtain and maintain a valid U.S. drivers license.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes experience: developing security principles, methods, and practices for application to current security program processes; conducting comprehensive physical security inspections and surveys of installations and facilities to include: risk analysis, risk management, access control operations, fencing, lighting, guard forces, pass and vehicle registration, and crime prevention; developing and implementing policies, instructions, procedures, control systems, and methods for such functions and activities as: for theater-wide access control and electronic security systems to include long range plans to procure and maintain these systems. This is the definition of specialized experience is typical of work performed at the next lower grade level position in the federal services (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCompliance InspectionLeadershipPhysical Security Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
