This position is located in the Engineering Service at the VA Medical Center in Bronx, New York. The Facilities Operations Specialist functions as Engineering Service control for review, recommendation (approval/disapproval) of all non-biomedical medical center equipment purchases.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The major duties and responsibilities include but are not limited to: Manages the Engineering Service module; Updates, tracks and schedules service work orders, inspections and checks through site visits where work was accomplished by in-house trades personnel to ensure compliance with standards, job progress and completion status; Ensures preventive maintenance (PM) are scheduled and one in the frequency required; Utilizes PM inspection software to schedule and record approximately 21,000 pieces of equipment; Prints and distributes reports generated through the Equipment Management System to include PM workload; Establishes PM procedures and schedules dates of inspection; Designated as the Contract Officer Representative to ensure quality and timeliness of work performed by contractors; Evaluates equipment condition and needed repairs, or if un-serviceable, recommends disposal and replacement; Purchases supplies and materials for Engineering Service and various trade shops including plumbing, carpentry, electrical, Air Conditioning, Boiler/Chiller, etc. Reviews the requests for additional or replacement equipment to determine utility and space requirements; Makes recommendations to avoid equipment which have shown poor serviceability in the past; Makes recommendations which emphasize energy conservation and relationship of problems and practices associated with the operation and maintenance of the hospital; Responsible for on-call staff scheduling and coverage for overnight maintenance; Ensures accuracy of paperwork; and Performs other duties as assigned. Qualifications

To qualify for this position at the GS-11 level, you must meet one of the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Facilities Operations Specialist, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military or other special-purpose installations, including planning maintenance activities and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements and supervising operations for conformance with project plans; performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations and maintaining appropriate contacts with the organization funding the project. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~ Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in engineering, industrial arts, property management or business administration. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the Facilities Operations Specialist position. This education must have been obtained in an accredited in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrates the knowledge, skills and abilities necessary to do to the work of the Facilities Operations Specialist position such as engineering, industrial arts, property management or business administration. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Manages ResourcesPlanning and EvaluatingQuality Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
