Duty Location: Napa, California
Duties
Plans, organizes, directs, and evaluates an integrated recreation and resources management program for the organization
Ensures adequate planning and funding to achieve results including completion of annual Program Plan that is consistent with GPRA, and other performance goals and objectives.
Responsible for execution of delegated programs and operating budgets.
Serves as the primary Reclamation spokesperson and facilitator in an effort to resolve complex and controversial issues impacting Lake Berryessa and ROD implementation
Serves on the negotiation team for new and amended contracts or agreements.
Qualifications

Specialized Experience: To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience work including, but not limited to park guide or tour leader; law enforcement or investigative work; archeological or historical preservation research work; forestry and/or fire management work in a park, recreation, or conservation area; management assistant or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations. Experience that only includes law enforcement activities will not be considered qualifying as specialized experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
