The primary purpose of this position is to provide an archivist to perform professional reference and research services. Make recommendations regarding accessioning: develop archival finding guides: operate computer graphics and scanning station: and provide support in the conservation program for records and related material stored in the 37 TRW History Office.

Duties

Performs professional archival research and reference services for the 37th Training Wing. Performs a variety of duties designed to develop knowledge and skill in performing professional archival research and reference services. Assists in disseminating historical information through the preparation of finding aids. Carries out special assignments. Performs taskings which are designed to further knowledge and skill in archival procedures and related functions, to include: performing archival conservation and preservation work on the historic collections of the Wing; researching regulatory and policy issues; analyzing data; developing briefing slides; preparing documentation to support project needs, such as memorandums and reference papers; presenting written and oral reports to supervisor or higher graded specialists, etc.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education: Undergraduate and Graduate Education: Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government. OR Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of basic archival principles, concepts, methods, and procedures; historical research methodology, the values of various types of records for administrative, legal, and research use; the subject matter content, arrangement, and interrelationships of the records worked with; and the history, structure, and functions of the organizations producing these records to perform a variety of archivist assignments. Knowledge of a wide range of history, historical methodology, and related social sciences policies and practices. Knowledge of scholarly devices and methods used to document sources for historical information to include reference guides, indexes, catalogs, and other information services. Knowledge of DoD, Air Force, AETC, and Wing regulations, policies, and procedures affecting historian functional areas, and the ability to apply directives and process requirements to the tasks assigned. Knowledge and skill to apply conventional methods of gathering, analyzing, and evaluating record. Knowledge of and skill in publishing and printing practices, theories and techniques in order to analyze and properly develop publications and forms, ability to interpret analyze and solve simple problems related to publications and forms management policies. Knowledge of the theory and principles of management and organization, including administrative practices and procedures such as those pertaining to Air Force Departmental Publishing Office (AFDPO): channels of communication, routing of correspondence, filing systems, and storage of files and records. OR EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: A comprehensive and detailed knowledge and experience of arrangement, content, and servicing of historical collections and a working knowledge of other collections and procedures used to access them; ability to follow wing and MAJCOM instructions and policies regarding the appropriate operations, particularly concerning the control and handling of classified material. Professional knowledge and experience of general archival principals and procedures. Knowledge of methods, procedures and techniques used to assist researchers and staff in locating and retrieving documents, microfilm, audio tapes, and other archival materials; ability to operate general office equipment such as computers, printers, fax machine, microfilm readers, copiers, scanners, etc. A working knowledge of protection methods used for historical documents. Ability to organize information in a logical and easily understood manner for use by researchers. Ability to communicate effectively in writing and orally. Ability to work with a wide variety of professional and senior personnel in areas requiring sensitivity and tact. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
