The primary purpose of this position is to serve as a first-level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Propulsion Systems section.
Duties
Performs first level supervisory duties over assigned personnel. Structures assignments and assigns work to subordinates based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Serves as the Air Force focal point for planning, management, and coordination of logistics sustainment, support, and modification for all AFSOC AC/EC/MC-130, CV-22, MQ-9 and C-145/146 assets.
Serves as the command's senior aircraft propulsion manager/technical advisor for assigned assets. Functions as the command's technical authority for planning, executing, and managing the acquisition, distribution, sustainment, maintenance and support for assigned systems.
Serves as the command focal point for building budgetary requirements and acts as the sole technical representative overseeing contractor support for assigned systems.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

- This position may require frequent travel or long periods away from the normal duty station to include CONUS or overseas and may include remote or isolated sites.
- Based on operational necessity, Temporary Duty (TDY) away from home base in support of other HQ AFSOC units may require travel by military or commercial aircraft. TDY may be short notice.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
- May be required to acquire and maintain certification(s), such as Acquisition Professional Development Program (APDP). Employee is expected to meet continuing Acquisition Education requirements.
- Employee may be required to submit an initial and annual SF 450 (Financial Disclosure) in accordance with the Joint Ethics Regulation.
- AMR experience and/or knowledge is highly desired.
- "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Equipment Services Series, 1670
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of a wide range of maintenance concepts, principles, and practices of the agency AC-130J/U/W, EC-130J, MC-130H, MC-130P and MC-130J aircraft systems, sub-systems, and equipment; including related security and safety regulations, practices, and procedures sufficient to determine logistics maintenance objectives, identify support/technical requirements (including funding, contract development), and coordinate aircraft support systems/equipment for propulsion system sustainment.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of a wide range of maintenance concepts, principles, and practices of the agency AC-130J/U/ W, EC-130J, MC-130H, MC-130P and MC-130J aircraft systems, sub-systems, and equipment; including related security and safety regulations, practices, and procedures sufficient to determine logistics maintenance objectives, identify support/technical requirements (including funding, contract development), and coordinate aircraft support systems/equipment for propulsion systems sustainment.
Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data, identifying and analyzing complex technical problems, and developing innovative solutions to problems. Skill to communicate effectively, both orally and in writing.
Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership, maintenance management, and maintenance personnel; and ability to exercise a high degree of initiative and judgment in recognizing and taking appropriate action on critical and/or controversial problems regarding highly complex technical logistics programs.
Ability to apply agency budgetary policies including POM and PPBE procedures as they apply to the aircraft depot maintenance budgets, and programmed depot maintenance programs, to include Air Force directed two- and three-level maintenance concepts.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of a small organization.
Ability to apply personnel management policies, practices, regulations, and procedures sufficient to establish program objectives or performance goals, adjust work operations to meet emergencies, change program or production, safety, and security requirements within available resources, with minimum sacrifice of quantity or quality of work; and assess progress toward their achievement.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
