The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Non-appropriated Fund (NAF) Accounting Office.
Duties
Plans, organizes, and directs the activities of the NAF Accounting Office, ensuring that the functional work area complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Serves as a systems accounting technician responsible for security, operation, maintenance and administration of all Accounting Liaison automated accounting and retrieval systems.
Analyzes and examines accounting data and accounts to resolve complex, nonstandard transactions, complaints, or discrepancies; AND Prepares reports and performs or oversees other miscellaneous technical tasks in support of the accounting function.
Provides quality customer service and establishes good working relationships with all customers, coworkers, and Shared Service Center, Randolph AFB, Texas Operating location personnel.

- Knowledge of Accounting Liaison functions and equipment sufficient to monitor and maintain daily operations and to recognize need for additional assistance when personal troubleshooting does not solve problems is desired
- This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
- Incumbent shall comply with the requirements of this certification program
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes in-depth or broad knowledge of a body of accounting procedures and techniques to understand and work with a total accounting system which involves different programs that generate a large variety of transactions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of accounting practices, methods, and techniques and generally accepted accounting principles and standards; and knowledge of general fund, revolving, and appropriated fund accounting principles and procedures.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization; AND Ability to communicate effectively, both orally and in writing.
Knowledge of the laws and regulations governing accounting procedures; AND Knowledge of financial management systems and practices.
Ability to analyze, interpret, and query financial data in preparing reports, schedules, statements, and briefings.
Ability to use computer operations, electronic communications, spreadsheet analysis, and database creation and utilization to prepare reports, schedules, schedules, and statements and briefings and knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively complete assignments and to provide on-site training and assistance to users.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
