About the Position: As Chief of the Planning Technical Section and in consultation with the other branch chief, is responsible for the planning of the staff's work, the technical execution, and development of criteria for preparation of all engineering designs, plans, and specifications for civil works water resources projects and military construction projects assigned to the Task Force VIPR located in the Commonwealth of Puerto Rico, U.S. Virgin Islands, and other Caribbean islands.

Duties

As Chief of the Planning Technical Section of Program Integration Branch within the Programs and Project Management Division the incumbent supervises all aspects of the Section. The Branch Chief relies on the incumbent to carry out the assigned responsibilities in support of the District mission, referring to the Branch Chief only those matters involving major problems. Serves as the Program Manager on all aspects of the District planning mission including conservation and development of water and land resources, environmental/ecosystem issues and policy matters, and flood risk mgmt. and navigation planning. Plans and organizes work schedules to effect orderly and timely accomplishment of the objectives of feasibility studies within funding and time limitations provided by Congress. Determines the general extent and scope of field surveys, environmental, economic, social, and engineering studies necessary to provide the framework for analyses of the problems under investigation. Responsible for determining and implementing public involvement activities for each study in compliance with Environmental Justice principles and determines the budget requirements to accomplish each component of the various studies.

  • This position requires Temporary Duty Travel (TDY) of at least 30% of the duty time.

  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Basic Requirement for Supervisory Economist: A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Supervisory Archaeologist: A. Education - Degree: Bachelor's degree (or higher degree) that included 3 semester hours each in the following course areas: (1) history of archeology; (2) archeology of a major geographical area such as North America or Africa; (3) regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; (4) theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; (5) archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND six semester hours of related course work in: (1) geography, geology, or cultural geography; (2) history, historiography, or historical archeology; (3) environmental studies; (4) scientific writing (nonfiction English composition); and/or (5) surveying; AND archeological field school. OR B. Education - Related Curriculum: Bachelor's degree (or higher degree) in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements listed in A above (including archeological field school). Basic Requirement for Supervisory Biologist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Supervisory Land Architect: A. Degree: Bachelor's degree (or higher degree) in landscape architecture or landscape design. OR B. Combination of Education and Experience: For each year short of graduation, the applicant must have had one year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. Basic Requirement for Supervisory Engineer: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Basic Requirement for Supervisory Physical Scientist: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes 1) Providing planning input to Engineering, Construction, Operations, Real Estate, and other District elements. 2) Preparing Project Management Plans and Project Partnership Agreements. 3) Ensuring compliance with environmental laws and regulations. You will be evaluated on the basis of your level of competency in the following areas: Environmental Law and Regulatory ComplianceInvestigation and TestingManaging Human ResourcesPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
