About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Provide quality assurance, evaluation, and advisory services for instructional systems and training programs offered by the organization.

Duties

Coordinate with HT-JCOE course managers, course cadre, staff, the Defense Intelligence Agency Joint Coordinate Element (JCE), and other local and national training organizations. Coordinate with the above people and entities for the conduct of Joint Certification, National Validation, and Best Practices collaboration. Provide guidance and assistance regarding the improvement, design, development, implementation, evaluation, and documentation of training programs utilizing the ADDIE model. Establish and monitor quality control measures to ensure the effectiveness of training and training development based on knowledge of adult-model educational learning theories, principles, methods, techniques, and best practices. Ensure training is task-based, performance-oriented, progressive and sequential, meets environmental and risk assessment requirements, and conducted in accordance with national joint standards as set forth by the Defense HUMINT Enterprise (DHE). Ensure instructional materials are used in the intended fashion and have the intended outcome through classroom observation visits. Determine the effectiveness of training implementation, student achievement, and relevance of training for the operational environment. Identify training development needs, deficiencies, and resource requirements; make recommendations for corrective actions. Conduct internal Program Evaluation of all HT-JCOE courses IAW JCE and Defense HUMINT Enterprise (DHE) doctrine, policy, and accreditation guidelines.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. It is important to recognize that on rare occasions there may be applicants who may not meet exactly the educational requirements for a particular series, but who, in fact, may be demonstrably well qualified to perform the work in that series because of exceptional experience or a combination of education and experience. In such instances, a more comprehensive evaluation must be made of the applicant's entire background, with full consideration given to both education and experience. To be considered qualified, the applicant's work experience must reflect significant full performance-level accomplishment directly applicable to the position to be filled, and be verified by a panel of at least two persons who have professional standing in the field. Such verification is necessary to insure that the applicant's background is compared to the appropriate duties and responsibilities required at the full performance level in the occupation. You must submit this panel verification with your application package in order receive consideration of experience in lieu of the basic education requirement. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that demonstrates knowledge of learning theory and the principles, methods, practices and techniques of the instructional systems field as demonstrated by applying Analysis, Design, Development, Implementation and Evaluation (ADDIE) and/or other education and learning theory, principles, methods, techniques, and practices to participate in evaluation of training and education program to determine effectiveness and efficiency of training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS/GG-11). Some Federal jobs allow you to substitute your education for the required specialized experience in order to qualify.
