The employee will serve as a Program Specialist for program and project manager for multiple clinical study protocols within the Cardiology Section and will be responsible for managing all administrative aspects of the cardiac transplant program and assigned clinical studies.
This position is located at the Palo Alto VA Medical Center in California.
Duties

Duties include, but are not limited to, the following:
Manage program and study budgets and assist the supervising physicians in making decisions related to the budget
Work with physicians/principal investigators, administration staff, and sponsors to submit all regulatory documents pertaining to assigned active and pending clinical programs and protocols
Document and report transplant program and study protocol outcomes to the appropriate regulatory entities
Oversee record keeping for all active protocols assigned including IRB approvals and renewals, informed consent documents, research follow-up visits, correspondence, and adverse event reporting
Screen patient records to identify potential candidates for active research and clinical protocols
Contact potential research subjects to determine willingness and ability to participate in clinical protocols and research trials
Provide counseling for informed consent and oversee the signing and filing of consent documents
Schedule patients for clinical and research visits, order required labs and tests, and follow-up visits
Perform patient follow-up visits and report patient complaints and/or abnormal lab/test results
Document study encounters according to institutional requirements
Administer surveys or questionnaires, make telephone contact with patients, count pills for documentation of medication compliance and coordinate study medication dispensing, process blood samples (NOT required to perform phlebotomy), and coordinate the storage/shipping of blood and tissue samples
Attend educational programs on best clinical practices, regulatory compliance, and ethical conduct in clinical research
Perform all other duties as assigned
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet at least one of the following:
SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped you with the knowledge, skills and abilities necessary to perform the duties of this Program Specialist. Examples of specialized experience would typically include, but not limited to, performing clinical program management and/or health science research; utilizing qualitative/quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of programs; processing research data results and selecting appropriate statistical techniques; ensuring that research is conducted ethically and in accordance with all federal regulations governing the conduct of animal and laboratory research. NOTE: Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR-
EDUCATION SUBSTITUTION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, which demonstrates the knowledge, skills, and abilities necessary to do the work of this Program Specialist position. This education must have been obtained at an accredited college or university. NOTE: You must submit a copy of your transcript with your application. COMBINATION: Equivalent combination of successfully completed higher level graduate education (beyond the second year) and specialized experience, as described above, which meets the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is sedentary. Typically, the employees may sit comfortably to perform portions of work, however, there is periodic walking, standing, bending, carrying of light items such as medical records, data forms and summaries, instructional materials, and training manuals.
