This position is located in the Bureau of Western Hemisphere Affairs, Office of Executive Director (WHA/EX). The Office of Executive Director provides executive management and administrative services, including personnel management. The Human Resources (HR) section is responsible for talent management matters in over 54 overseas posts and 15 domestic offices. Incumbent serves as a HR Specialist, providing personnel management services to both civil service and overseas employees.
Duties
Processes a wide range of HR actions in accordance with the Guide to Processing Personnel Actions in an electronic HR system; to include but not limited to FMA and Temp hires and terminations, LWOP, award actions, etc.
Develops and provides policy guidance to Bureau on a wide-range of recruitment programs and implements innovative methods to carry out staffing and recruitment functions.
Provides advisory services to management on recruitment strategies to attract, hire, and retain skilled, diverse and motivated workforce, utilizing flexible hiring authorities, sources, and special programs.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in at least two human resources functional areas (e.g., recruitment and placement, classification, employee relations, performance management, HR development, employee benefits).
Experience with civil service and/or foreign service position management.
There is no substitute of education for specialized experience for the GS-13 position.
